The purpose of this position is enabling the health care system, fulfilling the goals identified in Executive Order 12583 and coordinate a diversity and inclusion effort within the facility and catchment areas in a collaborative and integrated manner. Works collaboratively with HR, EEO regarding data and information sharing. The position is a member of a diverse, multi-professional team who works independently and has extensive experience with program and project analysis and management.

Duties

MAJOR DUTIES: The Diversity, Equity, and Inclusion Manager will lead the development and implementation of proactive diversity, equity, inclusion, and accessibility initiatives that will support the VA Sierra Pacific Network (VISN 21)/VA Pacific Islands Health Care System's efforts to define, understand, assess, foster, and cultivate diversity. Will lead the development of a vision and effective strategy that champions the importance and value of a diverse and inclusive work environment. Establish the strategic direction aligning the workforce planning and process with the healthcare systems plans, annual performance and business plans and work activities. The DE&I Manager will create and implement communications strategies and will serve as a content manager for the trainings, web resources, social media, and print materials to support diversity, equity, and inclusion and related initiatives. Represents the group consensus and conveys findings and recommendations in meetings and communication with other leaders, program officials, and the public and other customers on issues related to or that have an impact on the facility's objectives, work products and/or tasks; and coordinating communication across all major initiatives and sub-ordinate projects Work Schedule: Monday-Friday 7:00am-3:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and expertise possessed by HR, EEO, and DE&I to achieve the goal becoming a model workplace following from leading practices identified by Federal, state, and private sector models of collaboration. Knowledge of principles, concepts, laws, and regulations of human resources management (HRM), with a high level of consultative skill that is sufficient to serve as an expert and key advisor to top agency management officials on the integration of diversity and inclusion in the workplace. Knowledge of working collaboratively to develop and implement recruitment and retention strategies focused on building a diverse, equitable and inclusive workforce and work environment. You will be rated on the following Competencies for this position: CommunicationsTechnical CompetenceTechnical CompetenceVision Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. The position might have to carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
