The primary purpose of this position is to provide technical support to a librarian by performing a wide variety of public and technical services. May serve as the principal assistant to the base librarian and substitute as the employee-in charge in the absence of the librarian.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Standard for Clerical and Administrative Support Position. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes experience which may have been gained while assisting in acquiring, organizing, preserving, accessing, and/or disseminating information and provide technical support by performing a wide variety of tasks providing direct services to the public and indirect technical services such as materials acquisition, copy cataloging, support of automated systems, or other similar work in support of library or related information programs and operations. OR EDUCATION: Successful completion of one full year of graduate education in a field related to the position being filled. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. To view qualifying educational requirements and/or combination of education, click on the following link: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1400/library-technician-series-1411 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a body of standardized library rules, procedures, and operations related to one or more library functions such as those used to maintain the collection, locate information, order and process library materials, or assist clientele with inquiries; and library operating policies, circulation procedures, ready reference sources. Knowledge of several interlibrary loan sources and standard verification and request procedures to locate and borrow items where requests are frequently incomplete or contain incorrect citations; and programs in a general library to conduct special events, locate materials for exhibits on a given theme, and prepare announcements of events and programs for bulletin boards and employee newsletters. Knowledge of word processing automation software functions to support office operations and produce a variety of textual documents, such as letters, reports, memos, and form letters; and one or more automated databases associated with a specific library function. Ability to prepare, verify, and process material acquisition documents within budget guidelines, comparing prices and services offered by competing vendors. Ability to communicate effectively, both orally and in writing, with a diverse group of individuals, using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
