The primary purpose of this position is to provide technical support to a librarian by performing a wide variety of public and technical services. May serve as the principal assistant to the base librarian and substitute as the employee-in charge in the absence of the librarian.

Duties

Under the direction of the librarian, oversees library procurement/acquisitions process. Provides ready reference services to library clientele by locating bibliographic information using standard library reference tools such as guides, indexes, bibliographies, professional directories, current card catalog, CD-ROMs, and online databases. Performs descriptive and copy cataloging where the bibliographic characteristics are relatively easy to determine and cataloging decisions are adapted or changed from standards to meet specific library requirements. Administers the day-to-day operation of the circulation desk. Organizes, plans, implements, and evaluates the circulation and loan desk policies, procedures, and processes; recommends improvements to the librarian. Administers library programs, such as the summer reading program, children's programs, and book rental program. Uses varied and advanced functions of word processing software to prepare, format, modify, edit, and print a variety of letters, reports, memos, and other textual documents.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Library Technicians Series, 1411. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes in-depth or broad knowledge of a body of library regulations, procedures, and policies related to one or more library functions or specializations. Knowledge of large bibliographic databases and local modifications of standard classification and bibliographic categories to access cataloging records and adapt or change bibliographic information to meet specific library classification requirements. Knowledge of the wide variety of interrelated steps and procedures required to order and process different types of library materials within budget guidelines, comparing prices and services offered by competing vendors. Knowledge of the public access catalog, periodical index, and other finding aids to assist clientele in finding information in the library's collection. Knowledge of a variety of standard reference sources to answer ready reference questions. Knowledge of library operating policies, circulation procedures, ready reference sources, and basic operation of user access equipment to serve as the employee-in-charge of the library in the absence of the librarian. Knowledge of several databases and manual files used by a large library with several specialized collections to locate material requested by patrons or borrowing libraries. Knowledge of the nature and capability of word processing software procedures and function keys to perform a substantial range of functions such as generating tables of contents, importing graphs or databases, creating glossaries, aligning multiple columns, automatically printing document identification or other notations at the top or bottom of the page, and creating form letters and automatically merge these with mailing lists. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a body of standardized library rules, procedures, and operations related to one or more library functions such as those used to maintain the collection, locate information, order and process library materials, or assist clientele with inquiries; and library operating policies, circulation procedures, ready reference sources, issuance and cancellation of borrower cards, and resolving recurring problems such as lost or damaged books or magazines. Knowledge of several interlibrary loan sources and standard verification and request procedures to locate and borrow items where requests are frequently incomplete or contain incorrect citations; and programs in a general library to conduct special events, locate materials for exhibits on a given theme, and prepare announcements of events and programs for bulletin boards and employee newsletters. Knowledge of word processing automation software functions to support office operations and produce a variety of textual documents, such as letters, reports, memos, and form letters; and one or more automated databases associated with a specific library function. Skill in typing; a qualified typist is required. Ability to prepare, verify, and process material acquisition documents within budget guidelines, comparing prices and services offered by competing vendors. Ability to communicate effectively, both orally and in writing, with a diverse group of individuals, using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
