This position is located in the Wilkes Barre VA Medical Center of the Facilities Management Service under the general supervision of the Maintenance and Operations Assistant Forman.

Duties

Major duties of this position include, but not limited to: Maintains equipment and utility inventories and preventive maintenance schedules in accordance with the Joint Commission (TJC) standards and VA regulations Administers the computer maintenance management system (Currently; Automated Engineering Management System/Medical Equipment Reporting System (AEMS/MERS) and excel work books) for the management of the work order system for equipment repairs covered by warranty or service contracts Reviews work order requests input into the computer by the requesting services, and determines which ones are for repairs of equipment, which are covered by a maintenance contract and which are for equipment covered by a warranty. Continually monitors progress and trends on work orders, and preventive maintenance Reports safety concerns as necessary, to respond to changing conditions, emergencies and urgent needs, delays, etc. Collections data for entry, tracking, sorting, analyzing, and comparing data and statistical information and maintenance for database programs which track critical regulatory information. Develops program specific spreadsheets, database and word processing forms to maximize efficient data collection and reporting Develops and maintains the critical preventive maintenance (PM) tracking report, TJC metrics, and EOC/Safety metrics in Excel, by reviewing all PM documentation for TJC or other regulatory requirements to populate all applicable fields on the tracking report. This requires follow-up on all program inconsistencies and discrepancies. Manages data and adjusts work orders, conducting liaison with shop supervisors, serves as customer service point of contact, dispatches service calls and do-it-now emergency response teams, schedules short and long-range maintenance, repair, and minor construction requirements, coordinates on contract repairs Serves as back-up to the Facility Management Budget Analyst for purchasing supplies and services using a Government Purchase Card. Arranges for timely submission of required information and follows up to ensure compliance with due dates. Attends Facility Maintenance Committee meetings and maintains accurate and timely meeting minutes and agendas. Performs time keeping duties utilizing VATAS for all of Facility Management, which entails approximately 60 time cards on an as needed bases for coverage purposes. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to the above, you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: working knowledge of the Equipment Management Inventory to determine the specifics of the warranty, and to provide direction to engineering staff and service line; project tracking and work order processes and able to identify sources that could provide needed products or services for the organization; knowledge of administrative office management enough to manage and meet administrative office needs establishing procedures, document administrative steps or sequences and to coordinate office work with multiple parties; utilizing basic bookkeeping, record keeping and mathematical computation skills enough to maintain/retrieve records, compute statistics and ensure accuracy of varied reports and projects; knowledge of automated personal computer systems and software (Microsoft Excel, Word, PowerPoint, etc.) enough to create, enter, store and analyze data, as well as establishing and maintaining organization systems within shared drives for connectivity within FMS, prepare and generate varied documents; complete reporting requirement. You will be rated on the following Competencies for this position: Administration and ManagementClericalCommunicationsComputer SkillsCustomer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is generally sedentary, usually performed in an office environment. Requires some walking, standing, bending, climbing, etc. The incumbent must possess a valid state of residence driver's license and may need to visit off site facilities or pick up supplies such as paint or primer from supplier.
