You will serve as a MANAGER (BRANCH HEAD) in the SIGNATURE, CONTROL, ANALYSIS, & SUSCEPTIBILITY, BRANCH of the UNDERWATER ELECTROMAGNETIC (UEM) SIGNATURES & TECHNOLOGY DIVISION in the SIGNATURES DEPARTMENT of CARDEROCK DIV NS. This ND-5 position is equivalent to the GS-14/15 level.

Duties

You will provide technical leadership in underwater electromagnetic (UEM) signatures and silencing, to include influencing projects, proposals, and direction of work. You will provide technical direction and oversight of UEM signatures technology and silencing system research, development, design, testing, acquisition support, and in-service engineering. You will advocate for commonality, perform critical assessments, identify issues, provide guidance to achieve solutions, and determining risk to meeting objectives. You will conduct susceptibility assessments for all Navy platforms from underwater influence mines, undersea surveillance systems, and airborne sensor systems that detect and actuate on a target's electromagnetic field emissions. You will interface with sponsors, the Fleet, and MSF personnel, providing UEM signature control, analysis, and susceptibility expertise. You will develop strategies for the Branch's future direction in line with Division and Department goals. You will manage branch financial, physical, and human resources, to include providing mentorship and coaching to branch employees. You will provide program oversight for Sponsors and Division management. You will oversee the routine administrative operations of the Branch. You will support NAVSEA Engineering and Technical Authority and technical warrant holders in Underwater Electromagnetic Signatures and Susceptibility.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the ND-04 pay band (GS-12/13 equivalency) in the federal service or equivalent experience in the private or public sector as a professional engineer managing engineering projects performed for the design, acquisition, in-service, or testing of electromagnetic signature and silencing systems to support the technological advancement of the Naval fleet. For the 08XX, Professional Engineering Series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.


For the 1310, Physics Series: Successful completion of a bachelor's degree or higher in physics; or related degree that included at least 24 semester hours in physics. Courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.ORSuccessful completion of a combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.
