You will serve as an UEM (Underwater Electromagnetic) Director in the Science and Technology Department of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 through GS-15.

Duties

You will provide technical leadership in underwater electromagnetic (UEM) signatures science and technology (S and T) influencing the direction of work and requiring extensive technical knowledge and management skills. You will provide technical direction and leadership on UEM signature theory, modeling, and simulation projects. You will provide technical expertise and leadership in unexplored, undeveloped, and potentially high impact areas of investigation (e.g. machine learning, innovative methodologies, state-of-the-art technologies). You will advance UEM signature control and in-situ signature and susceptibility awareness for submarines, including evaluating/writing proposals, managing/ defending budgets, interacting/communicating with personnel from various organizations. You will identify knowledge and capability gaps, develop proposals, and pursue funding to fill those gaps across the global area of responsibility. You will organize and budget UEM S and T efforts into a cohesive, non-overlapping, execution plan to meet Navy needs in a cost-effective manner. You will advise on model development and validation studies, identifying issues, providing guidance to achieve solutions, and determining risk to meeting technical objectives.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), an Electrical Engineer (0850-series), an Electronics Engineer (0855-series), a Naval Architecture Engineer (0871-series) or a Physics (1310-series) depending upon the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0830, 0850, 0855, 0871, 1310) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12/GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist providing leadership and guidance utilizing extensive technical knowledge and management skills in the area of underwater electromagnetic signatures. For 08xx, all Professional Engineering Series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For Physic Series 1310:
Basic Requirements:
  1. Degree: physics; or related degree that included at least 24 semester hours in physics.

    OR

  2. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.

In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
