Duties
This Transportation Security Specialist position is located in the Man-Portable Air Defense (MANPADS) Section, Flight Programs Branch, Flight Operations Division, Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Serving as a liaison in developing and maintaining relationships with various stakeholders in the Federal government, private industry, and state/local law enforcement agencies.
Planning, developing, organizing, and conducting Counter-MANPADS Vulnerability Assessments, MANPADS Basic Training Programs, MANPADS Law Enforcement Outreach and Training Programs, Stand-Off Weapons Threat (SWT) Assessments, and Counter-Terrorism and Search Position Ranking and Analysis System Software Training; providing comprehensive assessments of broad, exceptionally complex or highly sensitive issues within the transportation domain.
Providing technical guidance for monitoring and evaluating existing transportation operations security and related law enforcement programs and developing/implementing new and/or revised approaches for improvements.
Coordinating with other parts of the organization to accomplish goals; monitoring and evaluating the process and outcomes of operational plans; and anticipating potential threats or opportunities.
Defining, organizing, and assigning resources to accomplish organizational objectives.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position.
Such specialized experience is defined as:
Conducts vulnerability, threat, and risk assessments of transportation infrastructure and/or personnel; identifies related patterns and trends, and recommends improvements to transportation operations security activities and related law enforcement programs.
Plans, develops, organizes, and conducts Counter-MANPADS Vulnerability Assessments, MANPADS Basic Training Programs, MANPADS Law Enforcement Outreach and Training Programs, Stand-Off Weapons Threat (SWT) Assessments, and Counter-Terrorism and Search Position Ranking and Analysis System Software Training; providing comprehensive assessments of broad, exceptionally complex or highly sensitive issues within the transportation domain.
Develops TSA-wide recommendations on the modifications and corrections needed to bring proposed or existing agency security directives into compliance with legal or precedent guidelines. Identifies key policy issues and priorities, designs analyses, evaluates alternative agency strategies, and makes recommendations to senior agency management officials.
Serves as a technical expert and liaison in developing and maintaining relationships with various stakeholders in the federal government, foreign governments, international organizations, and state and local law enforcement agencies. Participates in international MANPADS working groups.
Participates in interagency and/or intra-agency task forces or special project groups that evaluate and/or implement program objectives, coordinates task force and special project group activities, and provides advice and guidance to TSA managers (field and Headquarters) for matters relative to organizational operations, policies, and requirements.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
