The Science & Technology Program (S&T) provides scientific, certification, and analytical services to the agricultural community to improve the quality, wholesomeness, and marketing of products domestically and internationally. You assures proper program and policy integration by working with and through national policy-making implementation structures and procedures, including Presidential and Secretarial leadership, interagency reviews, legislative processes, and judicial review.
Duties
The duties may include, but are not limited to:
Participates in developing, recommending, directing, and reviewing programs, policies, and procedures, and modifications to carry out the functions and activities of Science and Technology
Formulates and administers long-range and current policies and the broad administration of activities.
Reviews and evaluates Program objectives, goals, and accomplishments for the purpose of appraising effectiveness of policies and programs, determines deficiencies and initiates necessary changes.
Leads and provides for the allocation, control and efficient use of resources (funds, personnel, and property) assigned to the Program.
Represents the Program, Agency, and the Department in establishing and maintaining relationships with producers, trade organizations, the public, governmental, and various public groups.
Provides counsel to Program subordinate managers on problems/issues of staffing, morale, training, discipline and EEO requirements.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Expert knowledge and experience of supervising the resource management functions (financial, IT, and human) of a program consisting of multiple organizational segments.
Experience in leading and directing the operations of a division in delivering mission results and serving customer needs.
Experience in implementing multiple initiatives and efforts to improve operations, streamline processes, and effectively manage programs.
Experience in conducting program evaluations, developing policies, and leading program long-term planning.
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
