The incumbent is an Accountant assigned to the Financial Management Service line of the Kansas City VAMC.

Duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duties include, but may not be limited to the following: Accounting Analysis, Review, and Reporting Provides technical assistance to the KCHCS Financial Manager, Assistant Fiscal Officer, Chief Accountant and Budget Officer by independently accumulating, assembling, reviewing, and analyzing accounting reports and data from the Financial Management System. Provides advice based upon established accounting principles and practices. Assists in coordination of work activities and corrects workload deficiencies. Analyzes and determines alternatives to achieve maximum efficiency. Analyzes accounting systems and modifies and adapts conventional accounting and analytical techniques to solve a variety of accounting problems. Determines proper classification of documents and charges to accounts. Ensures accurate cost accounting as well as proper charge to appropriation. Completes daily deposit transactions for an extensive collection program; ensures that deposits are made to the proper fund or appropriation. Prepares accounting and budgetary reports as mandated by Central Office, Network and local management reports are analyzed and interpreted in order to provide for maximum utilization of funds and to make adjustments in projected expenditures. Prepares supporting or detail work papers; various spreadsheets or worksheets are prepared each month, such as reconciliation of applied cost with obligation incurred. Responsible to the Fiscal Officer for ensuring obligations do not exceed funds available. Special attention is given to fund control requirements for multi-year and no-year appropriations. Actively contributes in the maintenance of a sound internal control system, which complies with provisions of the Financial Integrity Act. Performs data validation of major system elements. Assists with Fiscal quality audits, balancing of subsidiary accounts, and reconciliation with fund control accounts. Accounting Processing Maintains an integrated, double entry accounting system for a two Division Medical Center. Separate groups of accounts are maintained for medical care, research, education, and training, General Post Fund, Compensated Work Therapy, and asset accounts in accordance with statutory requirements. Performs the full range of accounting functions related to Centralized Construction Accounting program to include proper asset capitalization. Performs accounting functions related to the Fixed Asset Management Program to include reconciliation and depreciation requirements. Maintains various depreciation schedules for buildings and other structures and facilities. Adjustments are made as improvements, additions and deletions are completed. Quarterly journalizes depreciation of buildings, other structures, facilities, and equipment as applicable to data processing. Provides technical support in other Fiscal programs that interrelate with Accounting; includes such programs as Employee Travel and Agent Cashier. Provides technical and manpower support to an integrated purchase card program to include training, auditing and reporting requirements. Assists the Chief Accountant in dealing with various problems such as financial peak workloads and end of accounting period closeouts. Monitors monthly reconciliations of various accounts to ensure general ledger control accounts and subsidiary ledgers are in balance. Assists in the instruction and training of employees on accounting requirements. Identifies training needs and potential problems to fiscal managers and takes necessary corrective action. Work Schedule: Monday through Friday - - 8:00 a.m. CST - 4:30p.m. CST Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023. Basic Requirements Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. IF YOU FAIL TO PROVIDE THIS INFORMATION, THIS OFFICE CANNOT VERIFY THAT YOU MEET THE TIME IN GRADE REQUIREMENTS and you may be found ineligible for this position. Grade Determination: GS-11 Level: One year of specialized experience (equivalent to the GS-9 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: performing professional financial accounting duties; developing accounting procedures and resolving technical problems in executing a computerized, integrated accounting system; monitoring and controlling timely recording, coding, balancing, and scrutinizing for inaccurate accounts; reconciling accounts with manual and computer subsidiary accounts; and performing on-going evaluation of accounting processes to identify measures to improve efficiency and effectiveness of the accounting operations. Education Requirement: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. OR Substitution of Education for Experience: At least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D., or equivalent doctoral degree which provided the knowledge, skills, and abilities necessary to do the work of the position. (Transcripts Required)Education and Experience: A combination of graduate education (as described above) and specialized experience as an Accountant (as described above) may be used to meet total qualification requirements. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.
