The selectee of this position serves as a Supervisory Accountant responsible for Justice Prisoner and Alien Transportation System (JPATS) financial policy, financial operations, financial reporting, financial technical support, and managing/overseeing the JPATS revolving fund. This position is located in the JPATS, Kansas City, Missouri.

Duties

As a Supervisory Accountant at the GS-0510-15 grade level, some of your typical work assignments may include, but are not limited to, the following: Overseeing the JPATS accounting and financial management program and managing the JPATS Business Management Office, which includes multiple branches; Providing expert advice, direction, and assistance on accounting issues to all levels of USMS management; Serving as the USMS audit liaison for all financial issues associated with the financial statements audit; and Evaluating performance of subordinates; hearing group grievances and serious employee complaints; reviewing disciplinary actions. Requirements

  • Must be a U.S. Citizen or National.
  • Must pass a pre-employment drug screening and background investigation.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • This is a Testing Designated Positions (TDP) and is subject to random drug testing.
  • May be required to successfully complete a trial/probationary period.
  • May be required to successfully complete a supervisory probationary period.
  • Status Candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply. Basic Requirement: Degree: Bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (You must submit your transcripts.) OR Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the Basic Requirement listed above, applicants must meet the following Minimum Qualifications Requirement below in order to be considered: To qualify at theGS-15grade level, you must meet the following: Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-14 grade level in the Federal service performing the following duties: Formulating policies and procedures for budgeting, accounting, contracting, and/or procurement activities; Serving as an audit liaison to assist management with responding to audit findings; Reviewing financial statements and reports for compliance with generally accepted accounting principles; and Identifying training needs and providing on-the-job-training to develop employees.
