This position is organizationally aligned to the Veteran Transportation Program, located at the Oscar G. Johnson VA Medical Center, Iron Mountain, MI (585) - a Level 3 Complexity VHA Facility. The primary purpose of this position is to supervise the Medical Center's Beneficiary Travel (BT) section.
Duties
Duties:
The position functions as a first level supervisor for the Beneficiary Travel (BT) section -
consisting of six (6) Transportation Assistants GS-2102-06. The incumbent prescribes applicable
standards, policies, and requirements to the positions aligned to the Beneficiary Travel section.
The incumbent is responsible for the overall daily operation and long-term management of the
service and for assuring the service supports the demands of a quality health care environment
and access to care. Plans work to be accomplished by subordinates based on priorities, level of
difficulty and capabilities of employees.
Establishes guidelines and performance expectations for
staff, which are clearly articulated and measurable through the formal employee performance
management system.
Gives advice, counsel, or instruction to employees on both work and
administrative matters.
Conducts interviews for vacant positions; recommends appointment,
promotion, or reassignment to such positions.
The incumbent must be familiar with timekeeping procedures, both manual and electronic and pay
regulations for Title 5 employees.
Must be able to identify, analyze and resolve time keeping and
special pay issues that arise.
Responsible for adherence to all provisions of the Equal Employment
Opportunity Program in accordance with OPM, VA regulations, and established Medical Center
guidance.
Identifies and defines requirements for the use of automated systems when dispatching, tracking,
and routing drivers. Provide training for BT staff on a variety of claims processing, transportation
management and patient related software.
Balancing, reconciling, and adjusting invoices for payment.
Receives invoices for payment of transportation services and determines the method of
payment for authorized and unauthorized ambulance claims submitted for consideration.
Investigates authorizations, orders, and/or utilizes the Computerized Patient Record System
(CPRS) to review medical records.
Gathers all corresponding documents, ensures the appropriate
control point reference information is included, and forwards completed actions for supervisory
approval/ certification for payment. Once the invoices are certified for payment the incumbent
forwards them to Fiscal Service for processing.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Specialized Experience: Applicants must have One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-06) in the normal line of progression for the occupation in the organization.
Examples of Specialized experience would typically include, but are not limited to:
- Communication and interpersonal relations, including the ability to appropriately and
courteously relate to internal and external customers.
- Maintenance of confidentiality of patient/employee information, electronic and print.
- The Medical Center performance improvement program.
- How to work and function in the Medical Center in a safe manner, including infection control
and the correct operation of equipment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking; standing; bending; and carrying of light items such as papers, books, or small parts. Incumbent may be susceptible to eyestrain from working long hours on the computer.
