This position is located in the Oscar G. Johnson VAMC, Iron Mountain, MI, The primary purpose of the position is to furnish program management, guidance and instruction to Oscar G. Johnson VA Medical Center employees who will be using fleet vehicles and credit cards assigned to them including DAV, VA owned, and GSA leased vehicles. Incumbent is responsible for directing, assisting, and instructing all facility employees on the use of government vehicles and credit cards attached to each vehicle.

Duties

Duties Include: travel for eligible Veterans to appointments and residence when appropriate. Correctly determining which of several fund control points to utilize, entering authorizations, maintaining manual and electronic accounting records, performing regular reconciliations and adjusting account balances. Contact approving official to authorize obligations and requests for additions, deductions, and/or movement of funds. Receives invoices for payment of transportation services: Forwarding all invoices certified for payment to Fiscal Service for processing. Writes or selects appropriate letters explaining disposition of unauthorized travel claims. Responsible for explaining regulations and guidelines to beneficiaries Reconciles vouchers against authorizations for accuracy prior to preparing certifications for payment. Oversee the safe operation and maintenance of government trucks, cars, buses and other equipment in fleet Ensure adherence to all VA policies and procedures regarding the use of government/fleet purchase cards Maintain proper maintenance records on all vehicles and related equipment owned and leased by OGJAMC Submit monthly, quarterly, and annual cost and estimated cost reports on vehicles Plan, direct and administer the complete maintenance program for a variety of standard and special purpose vehicles Manages fleet credit card accounts, reviewing bills for accuracy and potential misuse of government resources Work Schedule: Monday-Friday, 7:00am-3:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2023. Specialized Experience: One (1) full year of specialized experience equivalent to at least the GS-4 level in the Federal Service that equipped you with the knowledge, skills and abilities to perform successfully the duties of the Transportation Assistant position, and that is typically in or related to the duties of this position. Specialized experience for this position would consist of: experience in positions which required knowledge of eligibility and entitlement to medical care or services; knowledge of beneficiary travel regulations; knowledge of electronic medical record software and how to search and navigate records to acquire information; skill in the operation of computers, copiers, scanners, fax, calculator, and software programs such as MS Word, Excel and Office or other compatible software; and skill in oral and written communication and interpersonal relations, to appropriately and courteously relate to internal and external customers. NOTE: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held. Please provide such documentation on resume. -OR- Education: 4 years above high school. Four years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable for this position. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. TRANSCRIPTS REQUIRED. -OR- Combining Experience and Education: Equivalent combinations of experience and education are qualifying for this position. TRANSCRIPTS REQUIRED. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. No special demands are required to perform the work. The work is performed in a typical office setting.
