The primary purpose of this position is to The primary purpose of this position is to perform duties as the manpower program manager for Active Duty activities. This includes validating all manpower requirements and managing the use of US Air Force manpower resources.

Duties

Develops, defends, plans and programs manpower within the constraints of the PPBE. In this process, must be continually cognizant of the interplay between Headquarters Air Force (HAF) and Congressional, OSD, Joint Staff and Air Force major command (MAJCOM) issues and requirements. Conducts special studies leading to the quantification of manpower requirements for programming in the Future Years Defense Program (FYDP). Serves as the Air Force advocate for Active Duty manpower. Reviews MAJCOMs' manpower submissions on a recurring basis. Accomplishes a zero-based analysis of manpower and skills requirements; coordinates with all impacted HAF functional managers, and builds the recommended Air Force position for senior Air Force leadership. Works directly with the Air Force Corporate Structure mission panels to ensure manpower requirements are accurately reflected in the Air Force program. Provides manpower data necessary to update assigned programs. Develops information for use in manpower budget exhibits. Reviews manpower for compliance and unfavorable trends. Recommends major drivers to be used in Explaining changes in manpower end strength. Reviews and interprets Secretary of Defense Decisions in Resource Management Decision (RMDs) to access manpower impacts. Prepares, evaluates, and staffs correspondence responding to requests for manpower action. Applies judgment and interprets governing OSD, Joint Staff, and Air Force manpower regulations/polices before recommending courses of action.

  • This is a centrally managed position. Travel and relocation expenses will be paid through career program.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) In-depth knowledge of programming and resource allocation processes in the PPBE, and President's Budget (PB); 2) Expert knowledge of the validation process to determine the accuracy of manpower requirements for the control and oversight of Air Force manpower resources requested and allocated to all assigned activities; 3) In-depth knowledge of the Manpower Programming Execution System (MPES) for the control and oversight of Air Force manpower resources requested and allocated to all assigned activities, and 4) Expert knowledge of associated manpower data management tools, reports, and products Ability to analyze policy making officials' needs and extract appropriate special non-routine reports to resolve issues. Working knowledge of the relational data management system to analyze manpower requirements and allocations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of organizational principles and procedures. 2. Knowledge of Manpower programming/allocation/requirements processes, procedures, systems, functions, theories, and techniques. 3. Knowledge of regulations/guidelines /policies applicable to manpower. 4. Knowledge of productivity/quality improvement tools and techniques. 5. Ability to present oral formal briefings participates in informal discussions and prepares written information clearly, concisely and effectively. Ability to gather, assembles, and analyzes facts, use statistical analysis tools, draw conclusions, and devise solutions to problems. Ability to work effectively with others in work groups, meetings, conferences, seminars, and interviews PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
