Duties

Develop marketing plans for the State and design, publish, and disseminate state specific program brochures and other outreach materials. Establish and maintain effective working relationships with representatives of the print and broadcast media, state legislative delegations, and state and local governments to ensure broad dissemination of information about RD programs and services. Work with the National Office web content manager to post blogs about state events/announcements; contributes content to the National Office for other news media activities: You Tube videos, Twitter, or other social media venues. Write speeches and prepare materials for public presentations as well as internal presentations by the State Director and may provide same services to other staff members. Direct public outreach efforts and advise program managers and staff who want to initiate and enhance contact with the media, the general public, specialized groups, and community and governmental entities using the services of the State.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For GS-12 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-11 grade level or its non-Federal equivalent that demonstrates experience analyzing program needs to advise the State Director and other management officials of the information that should be made available to the public or approaches to take to resolve public affairs problems in the various program areas. Ability to design and produce workshops and public involvement meetings with a variety of stakeholder groups such as nonprofit organizations, state and local government officials, Congressional Staffs, and local lending associations. Experience providing web content for news media activities, such as Twitter, YouTube, and other social media venues. There is no substitution of education at this grade level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1035 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
