The primary purpose of this position is to serve as a senior Information Technology (IT) Specialist with responsibility for managing the specialized wargaming networks including the planning, analysis, acquisition, design, development, implementation, and/or management of networked systems used for the transmission of information in voice, data, and/or video formats.

Duties

Evaluates network and systems security for the specialized wargaming networks and systems; monitors new complex network systems, configures and installs network hardware/software to evaluate network security compliance. As a senior IT specialist, performs security feasibility studies on complex information systems and conducts in-depth security analyses complicated by novel problems. Keeps abreast of emerging security technology to predict future network needs. Participates in all phases of configuration and design of the AFEWT communication systems to ensure DOD security compliance. As a senior IT specialist, the incumbent develops, coordinates and implements written guidance on AFEWT security policy and procedures, with particular emphasis on accountability, data integrity, security and identification of improper practices for all network systems.

  • The Information Assurance Certification is a condition of employment. Must obtain and maintain the proper Information Assurance Technical (IAT) Level II certification within 6 months of assignment to position, as required by DoDI 8570.1-M.
  • This position includes information assurance (IA) work as a paramount duty requirement. Failure to receive the proper IA certification may result in removal from this position.
  • Must be able to obtain and maintain a Top Secret Clearance.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Recall to duty and overtime may be a requirement of this position.
  • Work may occasionally require travel away from the normal duty station on a military or commercial aircraft.
  • Must maintain good working relationships with peers, supervisors, vendors and other staff agencies.
  • A bachelor?s degree is desirable in one of the following: 1) Computer Engineering, 2) Computer Science or 3) another comparable technical field of study.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes knowledge of commercial software standards concerning a broad range of Information Technology (IT) and program. Knowledge of IT network security systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Knowledge of the organization's network architecture, topology, and protocols sufficient to plan, design, develop, and integrate network systems consistent with existing or planned network infrastructures. Knowledge of methods, techniques, and processes for the integration and optimization of system components, infrastructure requirements, and test and evaluation methods sufficient to install and operate large and complex network programs and provide technical guidance to others in designing, testing, operating, and maintaining programs pertaining to networks. Knowledge of a wide variety of established commercial network security design programs and how they interrelate and function within various environments. Knowledge of U. S. Copyright laws, accessibility factors and standards. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. Mastery of planning and conducting configuration reviews for installed systems or networks; to assist LeMay Center in the development of review-based improvement plans and implementation of new or revised technology. Mastery of IT security principles and methods; and security products and services to evaluate, recommend the acquisitions of, implement, and disseminate IT security tools, procedures, and practices to protect Classified, Unclassified But Sensitive and Unclassified information assets. Thorough knowledge of IT security principles and methods; requirements; analysis principles and methods; and procedures for purchasing/using COTS products, to plan and coordinate the delivery of an IT security awareness training program for end users at all levels in the organization. Mastery of AIS Security, auditing and PKI subject area to include knowledge of new developments to resolve complex problems and develop new approaches related to selecting, acquiring, preserving, accessing, organizing, and disseminating Classified, Unclassified But Sensitive and Unclassified information. Comprehensive knowledge of PKI production methods to provide the most effective and timely service. Thorough knowledge of information resources available to implement AIS Security plans and programs. In-depth knowledge of the methods, techniques, concepts, and principles of locating information. Provides, customer service by exceeding the industry standard methods to meet specialized information needs. Sources for the information include published, unpublished or electronic databases. Ensure security training programs are developed and presented in an informative and persuasive manner to significantly influence the overall effectiveness of the AIS Security program. Mastery of planning and conducting security accreditation reviews for installed systems or networks. Extensive knowledge in configuration management options for Disaster Recovery to develop and maintain the organization's contingency and disaster recovery plans; to respond to new requirements or changes in the communication architecture; to present updated information to the WG Deputy and the Designated Approval Authority (DAA) for review and approval. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
