About the Position: Serves as of the Engineering Division's Senior Engineers who is responsible for the planning of the staff's work, the technical execution, and development of criteria for preparation of all engineering designs, plans, and specifications for civil works water resources projects and military construction projects assigned to the Task Force Virgin Islands Puerto Rico (TF VIPR) located in the Commonwealth of Puerto Rico, U.S. Virgin Islands, and other Caribbean islands.

Duties

Responsible for developing and implementing the vision, mission, and direction of the branch by leading and managing an inclusive, diverse workforce that leverages the talents of each employee. Directs a subordinate staff of up to 12 engineers, technicians, and support personnel to accomplish the assigned functions for the Branch. Serves as the responsible professional for all work done in the Branch. Performs supervisory personnel management functions to guide, direct, and evaluate the technical efforts and work products produced by subordinates. As Branch chief, provides direction for a multi-disciplinary workforce that may include structural, geotechnical, water resources and cost engineers, geologists, surveyors, GIS specialists, general civil engineers and others.

  • This position is Emergency Employee (E-E). A notice of status comes with this designation. The term emergency employee is used to designate those employees who must report for work in emergency situations.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Additional information about transcripts is in this document. Basic Requirement for Supervisory Civil Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Basic Requirement for Supervisory Geologist: A. Degree: Bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. OR B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.(Note:Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.) In addition to meeting the basic education requirement above, to qualify for this position you must also meet the qualification requirements listed below: Your resume must describe at least one year of specialized experience at the GS-13 (or equivalent) level which prepared you to do the work in this job. Specialized experience is defined as, but not limited to: 1) making program and project assignments, outlines policies to be followed and objectives to be attained, and establishes relative priority or target dates for completion of assignments for an Engineering organization; 2) planning the staff's work, the technical execution, and development of criteria for preparation of all engineering designs, plans, and specifications for civil works water resources projects and military construction projects. This position requires that you are currently registered as a Professional Engineer by any State, the District of Columbia, Guam, or Puerto Rico.
