You will serve as an INSTRUCTIONAL SYSTEMS SPECIALIST in the HSCWSL of COMHELSEACOMBATWING LANT.

Duties

You will supervise and manage the MH-53E, MH-60S and MQ-8 Air Combat Training Continuum (ACTC) Curriculum Acquisition and Implementation. You will manage the development and maintenance of Air Combat Weapons and Tactics (ACWT) syllabus materials. You will evaluate the training effectiveness and provide analytics. You will serve as consultant with the management of aircrew training programs relative to tactical training for the MH-60S, MH-53E and MQ-8C aircrew and the Helicopter Advanced Readiness Program (HARP). You will independently plan, design and organize projects and studies for post FRS MH-53E, MH-60S and MQ-8C training program. You will provide direct oversight of all facets of the training continuum from acquisition, implementation, management, and contractor oversight. You will use professional expertise in the development and revision of all instructional media, training systems, training procedures for post FRS MH-53E and MQ-8C training program. You will identify, plan and Implement the Air Combat Training Continuum (ACTC) Training Programs and methodologies. You will function as the primary educator and instructional systems specialist relative to application of the Instructional Systems Development approach to aircrew training.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience serving as an advisor in matters concerning instructional design, development, and evaluation of aircrew training programs. Experience applying knowledge of the Navy Air Combat Training Continuum (ACTC) training program and the Air Combat Training System (ACTS) electronic performance support system for the Helicopter Sea Combat (HSC) community. Experience applying knowledge of training program management, contracting strategies and contracting policies and procedures. Experience applying knowledge of the Navy Instructional System Design (ISD). Degree:

Successful completion of a bachelor's degree or higher that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.
