The incumbent serves as the Administrative Officer (AO) in the Audiology and Speech Pathology Service (ASPS) at the Central AR Veterans Healthcare System, including CBOCs where audiology and speech pathology services are provided. The primary purpose of this position is to coordinate and monitor all ASPS administrative activities.

Duties

Develops, plans, issues, and implements procedures to comply with directives concerning administrative matters. Serves as the principal advisor to personnel on administrative management program issues. The position functions as an extension of the ASPS Chief, and professional staff, in explaining service policies and assisting staff in implementing them. Works with Education and HR offices in onboarding students. Assists with and completes, as needed, all actions required to setup accounts and access for new or transferring employees. Prepares procurement requests, evaluating proposals for work, and/or maintaining procurement records. Counsels management in developing and maintaining sound organizational structures to ensure the effective use of people, time, and money. Keeps management advised on personnel allocations, vacant positions, and status of recruitments. Provides instruction and detailed procedural guidance to supervisors to assist them in preparing and initiating meaningful and appropriate monetary, honorary, and time-off awards. Recommends and assists with allocation of personnel/manpower resources; documents and reviews personnel and distribution changes. Assures completeness, accuracy and adequacy of documentation and alerts supervisors and employees when further action must be taken. Reviews financial reports and resolves discrepancies with the appropriate accounting office. Conducts periodic surveys of equipment and property utilization and recommends action as necessary to assure that economical and efficient use is made of equipment and other property, and other specialized equipment necessary to the effective functioning of ASPS. Participates in planning for budgeting needs and financial management for ASPS. Provides advice to management and program personnel on budgetary and finance issues. Reviews office needs to plan and develop budget data and justification for review and approval. Work Schedule: Monday - Friday, 7:30 am - 4:00 pm; subject to change based on the needs of the agency. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing administrative support such as being the first point of contact for review and routing of information; processing and reviewing legal documents, billing information, medical records, and/or administrative records; and utilizing electronic systems to gather, review, input, update, access, organize, process, and to maintain information to analyze and measure the effectiveness and efficiency of a program. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively high level graduate education leading to such a degree or LL.B or J.D., if related. (Transcripts Required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first graduate year. Note: One year full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. (Transcripts Required). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office.
