The incumbent is a member of the Corporal Michael J. Crescenz VA Medical Center Public Affairs and Medical Media Office in Philadelphia, PA. The incumbent serves as a Visual Information Specialist in the Audiovisual specialty for the Crescenz VAMC. The incumbent serves in a primary audiovisual production capacity or media production and special projects as designated by his/her supervisor
Duties
Duties for this position include but are not limited to:
Serves in a primary audiovisual production capacity or media production and special projects as designated by his/her supervisor
Prepares and operates audio video equipment in conference rooms. Implements the recording of live presentations and video teleconferences and classroom set-up for live viewing of these conferences.
Works with fellow staff members to produce educational video programs utilizing a variety of video production equipment, e.g., cameras, camcorders, advanced video and audio editing and DVD authoring. In both photography and video recordings, demonstrates artistic ability choosing appropriate backgrounds and create physical arrangements to produce aesthetically pleasing renditions with proper use of lighting
Uses a variety of cameras, photographic media, lighting equipment and related processes to accomplish varied medical/general photographic assignments. Duties include medical/biological documentation including patient and surgical photography, research documentation, evidence photography, copy work, and employee/public relations assignments
Uses microcomputers to create and arrange images and text suitable for publication, reference and/or presentation. Works directly with end users to facilitate their own creation of computer generated products.
Is responsible for adapting to new technology as it is introduced, particularly microcomputer-based systems for audio video support, video production and broadcasting, photographic media, graphics, and videoconferencing.
Basic skills in animation, design and layout and basic knowledge of anatomy/biology to facilitate communication with the health care team.
Plans, researches, and designs presentations with subject matter presentation in mind
Skill in using microcomputers for image creation and manipulation, and ability to adapt to new digital technology as it is introduced for audiovisual production. Basic skills in design and layout and basic knowledge of anatomy/biology to facilitate communication with the health care team.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Education: Do you possess an Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment.

Physical Requirements: Incumbent will normally perform duties while seated utilizing various computer programs. Assignments involve extended periods of walking, standing, bending, and stooping to execute logistics for special events or to accompany media crews or other special groups. Incumbent must be manually dexterous when operating video or photography equipment or when creating, transporting or assembling exhibits. Visual interpretation of color is essential. Incumbent is also required to regularly pick up loads of 15 pounds such as boxes of VA literature and to push carts of supplies.
