Qualifications

NOTE:  You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. To qualify for the GS-11 level, you must have one of the following: 1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as providing a full range of advice and technical support in the planning, evaluation and implementation of various communication strategies. Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position equivalent combination of education and experience NOTE: 1 year of full-time undergraduate study is 30 semester or 45 quarter hours. 1 year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study; if that information cannot be obtained from the school, 18 semester hours is considered 1 year of full-time study. To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as fully supporting environmental public awareness programs for internal and external audiences and providing advice and technical support in the planning, evaluation and execution of communication strategies. Your answers to the online assessment will be used to evaluate your competencies in the following areas:  Knowledge of laws, regulations, procedures and standards governing the environmental health issues and programs. Ability to develop original designs, concepts. Skill in applying a wide range of visual media concepts, principles, practices, and methodology and techniques. Knowledge of the full range of capabilities and limitation in the area of audio-visual support. Skill in applying a wide range of visual media concepts, principles, practices, and methodology and techniques. Knowledge of techniques to graphical design, layout, and artwork to provide practical plans for creation of material. Knowledge on how to employ visual information in presenting and explaining programs and policies in a logical and clarifying manner. Ability to utilize software programs to assist in data management. Ability to study, research and assess new and current development in computer graphics technology. Ability to understand, use and tech multimedia programs and tools to recommend and implement solutions. Skill in written communication. Skill in oral communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment.

Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.

Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.
