This is a non-bargaining unit position. This is not a (drug) testing designated position (TDP). This position is with the Small Business Administration, Office of Women's Business Ownership (OWBO) within the Office of Entrepreneurial Development in Washington, D.C. Serve as the Deputy Assistant Administrator for the OWBO. Responsible for the planning implementation, oversight and evaluation of initiatives of the OWBO.

Duties

*Direct the day-to-day management of, and serves as key advisor for, activities related to the OWBO programs; direct and manag efforts to research, analyze, develop, and implement agency-wide policies, standards and procedures to effectively strengthen the women's business ownership programs in the agency. *Develop and implement short and long range goals and objectives, operating procedures, standards and goals for leveraging resources through a variety of public and private partnership resources designed to promote and foster women's business ownership and strengthen and improve the agency's services for women business owners; initiate and manage actions to improve or simplify operations or reduce costs within the division; institutes changes to obtain more efficient operations; oversee the data collection, analysis, reporting and retention of paper and electronic documents. *Provide expert guidance on the impact of new or proposed legislation, regulatory policy, or program priorities affecting OWBO; recommends and implements improvements to the Women's Business Center program; provides input into the development of program goals and objectives; and represents the Assistant Administrator in dealings with other agencies, the Congress, the White House and interested outside organizations; develop new legislative strategies for OWBO; prepare program analysis and other forms of written and oral presentations as necessary to accomplish objectives; represent OWBO on matters regarding the agency with other federal agencies, executives, and legislative committees. *Serve as advisor and consultant on new and improved management practices for application to assigned programs; establish, monitor and evaluate program metrics for the WBC program and other office initiatives; oversee the evaluation of initiatives of the Office of Women's Ownership and, based upon findings, recommend program improvements. *Exercise the full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff; plan, assign and evaluate work; set and adjust priorities; develop performance standards; appraise work, give advice and instructions, as required; *Interview candidates for positions; recommend various personnel actions including promotions or reassignments; hear and resolve complaints. Effects minor disciplinary measures, and recommends other actions in more serious cases; identify and provide for developmental and training needs of subordinate staff. *Evaluate and recommending budget and staffing requirements for the organization to ensure that mission workload can be met; identify resources required to support programs and the impact of resource shortfalls; direct the development of OWBO' s operating and grant budget; implement the Women's Business Center (WBC) grant cycle, including issuing the (Request for Proposal) RFP and Notice of Award, oversight of WBC's budgets and work plans; WBC programmatic and financial reporting; commitment and obligation of grant funds and oversight of Health and Human Services Payment Management System for disbursement of grant funds; oversee programmatic and financial reviews of WBCs. *Promote and assure compliance with agency EEO program policies and directives and related affirmative action plans; evaluates, manage and coordinate program concerns and activities; work with other agency officials in forming and implementing joint complimentary services for women business owners; inform and advise senior management and subordinate staff on planning and implementing programs. *Perform other duties as assigned.

Requirements

  • You may be required to serve a one-year probationary period.
  • You may be required to serve a one year supervisory probationary period.

Qualifications

GS-15 Specialized Experience: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector: 1) Developing, communicating, and implementing the strategy, vision, and direction of an organization with a diverse customer base; AND 2) Managing or advising on the day-to-day operations of an organization, which could include business development, marketing, and outreach; AND 3) Subject matter expert in grants management (cradle to grave) and one of the following areas: financial, procurement, or economic development; AND 4) Leading individuals to achieve organizational goals and objectives. These qualifications must be clearly referenced in your resume. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 09/14/2023.
