This position is located at VA Pacific Islands Health Care System - Faleomavaega Eni FA'aua'a Hunkin VA Clinic in Pago Pago, American Samoa (AS).
Duties

The Supervisory Business Manager provides expert knowledge in analyzing, evaluating, advising, and coordinating health care delivery systems and operations at site specific locations and sends findings to the CBOC Chief. The incumbent is fully responsible for overseeing the planning, directing, supervising, and coordinating of all the administrative aspects of the CBOC; providing managerial oversight to an administrative team of 3-5 direct reports. Major duties and responsibilities include but not limited to:
Coordinating budget planning and execution and provides recommendations on the allocation of funds and resources based on adjustments in program objectives and needs
Assisting in the coordination with program managers and with the Medical and Nursing executives to prepare budget proposals that balance past expenses and plans for future program priorities and Veteran growth
Managing manage procurement requests, including preparing acquisition packages, evaluating proposals for work, acting as a Contracting Officer's Representative (COR), and maintaining procurement records
Overseeing property management and serving as the facility manager
Establishing and maintaining good relations with various groups, organizations, and institutions including medical schools, other colleges and universities, accrediting agencies, volunteer groups,
news media, city and state government, and congressional offices
Serving as a representative to pertinent health-related or, organizations, government, and community groups in a manner that promotes a positive image of the healthcare system, CBOC, and VA
Developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory groups, and higher agency authorities such as The Joint Commission (TJC), Office of Inspector General, Occupational Safety and Health Administration (OSHA), etc.
Applying performance standards, and monitors these to measure the extent to which their activities are achieving accepted goals
Implementing and completing performance improvement reviews
Utilizing performance improvement/system redesign principles in support of continuous improvement and setting and/or reviewing the performance of all sections, services, and leadership team members
Applying the incumbent has broad, extensive knowledge of government-wide, VA, and Office of Personnel Management (OPM) personnel management requirements and of the contributions and needs of widely diverse individuals and employee groups
Working closely with the Human Resources Officer, CBOC Chief, Service Chiefs, and Senior Leaders to ensure the appropriateness of personnel actions
Providing direct oversight to administrative staff, with further assistance to the CBOC Chief for oversight over clinical staff
Ensuring the compliance with policies, procedures, programs focused on merit promotion, labor- management relationships, and position management, and fosters a commitment to these standards through subordinate managers, and other senior leaders in the Clinical area
Recommending actions on awards, promotions, selections, disciplinary actions and investigates and/or hearing group grievances or serious employee complaints and taking action with the advice of employee relations/legal counsel and VAMC Director
Establishing training needs, career development, and professional enrichment programs appropriate to the wide range of employees assigned to the CBOC
Hearing grievances for the CBOC as appropriate and exercising broad authority to take action or deal with actions affecting key staff or having serious implications; recommending action to the VAMC Director through the CBOC Chief and Chief of Staff on formal grievances
Setting standards for and evaluating subordinates, and advising, counseling or instructing individual employees on both work and administrative matters
Ensuring smooth academic partnerships occur, including the processing and oversight of trainees, students and residents as applicable
Performing other related duties as assigned
Work Schedule: Monday to Friday; 07:30 a.m. to 04:00 p.m.

Qualifications
Minimum Requirement: The following are minimum requirements for appointment as a Supervisory Business Manager in the Veterans Health Administration (VHA), which all applicants must met.
Specialized Experience (GS-12): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-11) in the normal line of progression for the occupation in the organization. Qualifying specialized experience is the experience providing oversight and extensive management knowledge of healthcare system operation in all the following areas: communications, financial management, human capital management, organizational stewardship, and strategic thinking. Qualifying examples of specialized experience would typically include but are not limited to: applying in-depth knowledge of health care service administration, continuous quality improvement, data analysis, healthcare principles, theories and practices; budgeting, planning, administration, and labor/union relationships, or other key administrative support functions; analyzing and evaluating broad and difficult problems; applying extensive qualitative and/or quantitative methods for program improvement, make recommendations for complicated solutions; applying health care management principles to complex problem-solving situations; overseeing the operation of a health care organization or system and of the principles and practices of heath care management; adhering current local and national issues and policies in health care; and presenting both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some travel is required.
