Duties

Location: Island of American Samoa - Pago Pago CBOC This position is located at the VA Community Based Outpatient Clinic (CBOC) in Pago, Pago, American Samoa part of the Veteran Affairs Pacific Islands Health Care System (VA PIHCS) catchment area. This position functions as the Supervisory Site Manager/Business Manager at the CBOC within the VA PIHCS and is fully responsible for overseeing the planning, directing, supervising, and coordinating of all the administrative aspects of the CBOC. Provides managerial oversight to an administrative team of 3-5 direct reports.. This position reports directly to The CBOC Chief. The position operates as a key member of business operations and may act as CBOC Chief in his/her absence. The duties and responsibilities include but are not limited to the following: Duties include but not limited to the following: The incumbent coordinates budget planning and execution and provides recommendations on the allocation of funds and resources based on adjustments in program objectives and needs. Establishes and implements, long term and short-term term policies and budget execution plans. Establishes financial priorities for needed personnel, services, supplies, and equipment (both medical and non-medical), and allocates available funds accordingly within the services of control. This requires a thorough understanding of the Government and Department of Veterans Affairs (VA) budget system and process, and in-depth knowledge of the budget along with the Veterans Equitable Resource Allocation (VERA) model. Assists in the coordination with program managers and with the Medical and Nursing executives to prepare budget proposals that balance past expenses and plans for future program priorities and Veteran growth. He/she is required to be knowledgeable of the requirements for space, personnel, equipment, supplies, and the cost inherent with such needs. Must coordinate resources with parent VAMC to effectively balance all funds across the health system. Traditionally, problems posed by the many and varied programs include demands for managing budget, space, personnel, equipment, and infrastructure. Most have a need for extremely costly equipment, which requires careful planning and consideration of the overall needs of the CBOC. Priorities are difficult to determine, and the incumbent will be responsible for identifying sources of funding and making final decisions. Maintenance of high workloads in the face of budgetary constraints taxes the incumbent's ability to provide adequate FTEE support to clinical programs as are problems of maintaining an appropriate environment. Sanitation and maintenance and repair of facilities must be provided in consonance with ongoing patient care and anticipated with funding requirements for operational and capital needs. The Business Manager must establish and maintain good relations with various groups, organizations, and institutions including medical schools, other colleges and universities, accrediting agencies, volunteer groups, news media, city and state government, and congressional offices. Working with the VAMC Public Affairs Officer, the incumbent will review and/or approve publications for release to the media or develop articles for release. The Business Manager will be called upon to attend and/or speak at various meetings of Veterans and civic organizations and serves on various committees. These formal speaking opportunities, meetings, and events will promote the understanding of the mission and goals of the CBOC, the health system, and the VAMC Director's goals and priorities. The Business Manager plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory groups, and higher agency authorities such as The Joint Commission (TJC), Office of Inspector General, Occupational Safety and Health Administration (OSHA), etc. This may range from causing others to gather information and preparing reports to respond to the various regulatory groups or higher agency authorities, to recommending or initiating action to correct deficiencies after consultation with affected staff. Applies performance standards, and monitors these to measure the extent to which their activities are achieving accepted goals. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your specialized experience as described below: Specialized Experience: You must possess one (1) full year of specialized experience equivalent to the GS-11 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Qualifying specialized experience would typically include, but are not limited to: Coordinates budget planning and execution and provides recommendations on the allocation of funds and resources based on adjustments in program objectives and needs Establishes and implements, long-term and short-term term policies and budget execution plans Establishes financial priorities for needed personnel, services, supplies, and equipment (both medical and non-medical), and allocates available funds accordingly within the services of control Overseeing property management Broad, extensive knowledge of government-wide, VA, and Office of Personnel Management (OPM) requirements Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters Recruitment of, and retention of, a wide variety of professional and technical employees Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division Establish and maintain good relations with various groups, organizations, and institutions including medical schools, other colleges and universities, accrediting agencies, volunteer groups, news media, city and state government, and congressional offices Designs and implements policies, and procedures to manage administrative and personnel related functions. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some travel is required. Work is performed in an office setting in an outpatient clinic.
