This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Security and Drug and Alcohol Testing Div. The incumbent will be responsible for executing the Departments Drug-Free and Alcohol-Free Workplace plan by coordinating/facilitating all pre-employment, random, reasonable suspicion/cause, post-accident, return-to-duty and follow-up testing.
Duties
Coordinating and facilitating drug and alcohol testing procedures according to Department of Health and Human Services (HHS) and Department of Transportation (DOT) regulations, to include coordination with field offices regarding arranging collection sites, schedules, and other drug testing activities.
Collecting alcohol and drug specimens, completing appropriate documentation and federal chain of custody requirements.
Performing task analysis, flow charting work processes, and graphing and calculating statistical measures to compile monthly metrics and data to support the management of the drug and alcohol testing program.
Investigating and resolving discrepancies with specimen identification numbers, untimely collections, reporting of test results, chain of custody omissions, missing custody and control forms, affidavits, and other issues.
Distributing drug testing related information, answering administrative questions related to the the Drug-Free Workplace Program.
Qualifications
At the GS-09 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: cultivating cooperative relationships with customers; preparing donor and chain of custody paperwork; and compiling monthly metrics to support management; OR
B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., OR
C. A combination of education and experience as listed above.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
