This position is a Legal Instruments Examiner, GS- 0963-7/8 working in National Eagle and Wildlife Property Repository in Commerce City, CO.
Duties
The National Eagle and Wildlife Property Repository provides a central location for the receipt, storage, and distribution of bald and golden eagles that are found dead, and their parts. The eagles, and their parts, are shipped to qualified Native Americans for use in religious Indian ceremonies. The National Wildlife Property Repository receives, stores, and distributes wildlife property that has been abandoned or forfeited to the government. It loans wildlife products to public scientific and educational institutions, State agencies, and Service offices for use in conservation education.
As a Legal Instruments Examiner your duties will include but are not limited to the following:
Reviews application, renewal and amendment requests for a variety of permits and licenses under federal wildlife Import/Export regulations to determine the appropriate permit or license required.
Examines applications for completeness and conformance to permit and license requirements.
Maintains the application and permit files for import/export permits and licenses for the Region, and enters pertinent records into LE computer database management systems.
Responds to public, private, state, tribal and federal agency requests relative to the permitting and license process and requirements.
Prepares, maintains, and provides current listing of all permits and licenses issued in the Region to Special Agents and Wildlife Inspectors for investigative and administrative use.
Serves as a collection officer for fees, maintaining strict records of accountability concerning such collections, returning fees when appropriate, and depositing Collection Transmittals with designated Finance Center with proper documentation.

Qualifications
Only experience and education obtained by 09/21/2023 will be considered.
In order to qualify for this position you must possess Minimum Qualification.
Minimum Qualification GS-7
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-6 in the Federal service. Experience may include: examining information on forms or applications for licenses and/or permits; comparing information with pertinent records, files, and legal requirements to identify and resolve issues; verifying eligibility for permits by reviewing information.
Minimum Qualification GS-8
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-6 in the Federal service. Experience may include: receiving and processing permit applications; examining applications for completeness of information, adequacy of supporting documentation and certifications; ensuring applications meet regulatory requirement for requested permit types; and maintaining office permit files.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method
