Monitors and tracks the development, modification, planning and implementation of Engineering service contracts; assists in the facilitation of the definition of contract scope, goals and deliverables; develops full-scale contract work plans; manages contract budget; manages service resource allocation; monitors and reports on progress of the service to all stakeholders; presents reports defining progress, problems and solutions; and conducts evaluations and assessment of results.

Duties

The duties of the Program Specialist includes but is not limited to: Monitors and tracks the development, modification, planning and implementation of Engineering service contracts. Responsible for compiling, reviewing, editing, and submitting all service contracts under Engineering Service responsibility and shall ensure that all Engineering Service contract requirements are current, accurate, and justified. Complies with all acquisition regulations, as well as all federal VA and local policies and procedures to support the organization's mission and needs. Serves as, or coordinates with, the Contracting Officer's Representative (COR) to ensure that the requirements of the service contracts are accurate and meet the needs of the using service. Ensures that there is no lapse in time between the end of one contract and the beginning of the next. Tracks financial, personnel, supply, equipment and other service transactions as the documentation flows through Engineering Service in both electronic and paper form. Coordinates, prepares, and submits all equipment requests for Engineering Service. Serves as primary control point clerk for the service contract related fund control points (FCPs) and prepares Engineering service contract budget for the fiscal year. Ensures that all service contract payments are promptly processed per Fiscal and service requirements. Communicates effectively, both written and oral, with service leadership and supervisor of current contract status or issues. Maintains confidentiality in communicating sensitive information and in handling confidential materials. Work closely with the Network Contracting Office (NCO) to ensure that bid prices are reasonable and awards are made in a timely manner. Ensures that service contractors' identification cards are completed and issued in accordance with the Security and Investigation Center (SIC) and local agency guidelines. Collects, compiles, and/or tracks statistical and analytical information and preparing complex data/reports related to the administrative and technical aspects of the service and equipment acquisition program. Maintains computer skills (e.g., word processing, file management, VISTA program, EXCEL spreadsheets, PowerPoint) and communication tools such as MS Outlook and SharePoint. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GRADE DETERMINATION GS-7 1. Education One academic year of graduate education in a course of study (Business, Finance/Accounting, or Project Management) that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position, or Bachelor's degree from an accredited college or university, or will expect to complete the requirements for a bachelor's degree within 9 months, and meet ONE of the below requirements for Superior Academic Achievement (S.A.A.). a) Class standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. b) Grade-point average (G.P.A.): Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum. c) Election to membership in a national scholastic honor society: Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. OR 2. Specialized Experiences. One year of specialized experience equivalent to the GS-05 level in the Federal service which includes: 1) assisting with projects and or contracts; 2) assisting with reports. OR 3. Combination of Education and Experience. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified. Selectees at the GS-7 level must take and pass the Administrative Careers With America (ACWA) assessment before being able to be appointed. GRADE DETERMINATION GS-9 1. Education. Master's, or equivalent graduate degree, in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position, or Two academic years of progressively higher-level graduate education in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position, or LL.B. or J.D., if related. OR 2. Specialized Experiences. One year of specialized experience which includes: 1) Manages projects and or contracts; 2) Organizes and or manages data to generate reports; and 3) Oversees budgets for projects or services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR 3. Combination of Education and Experience. See below. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Combination of Education and Experience (applicable to GS-9). Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and lifting of equipment less than forty pounds. No special physical demands are required to perform the work. Work Environment: Work is usually performed in offices, meeting rooms, or similar settings involving everyday risks or discomforts. The work area is adequately lighted, heated, and ventilated. This position requires no exposure to tuberculosis, blood borne pathogens, body fluids, or other potentially infectious materials. The full performance level of this vacancy is GS-09. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-07 to GS-09. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
