This position is a Program Specialist GS-9 located in the Engineering Service at the VA Medical Center, Fort Wayne, IN.
Duties

Duties may include, but are not limited to the following:
Monitors and tracks the development, modification, planning and implementation of Engineering service contracts.
Responsible for compiling, reviewing, editing, and submitting all service contracts under Engineering Service responsibility.
Maintain confidentiality in communicating sensitive information and in handling confidential materials. Serve as primary control point clerk for the service contract related fund control points (FCPs) and prepares Engineering service contract budget for the fiscal year.
Responsible for coordinating, preparing, and submitting all equipment requests for Engineering Service.
Responsible for collecting, compiling, and/or tracking statistical and analytical information and preparing complex data/reports related to the administrative and technical aspects of the service and equipment acquisition program.
Serves as Service liaison to external and internal stakeholders.
Establishes internal innovative procedures to secure adequate control of deadlines, progress reports, procedures, and directives by using own initiative which will be used to increase the general flow of information and overcome delays in the service acquisition process.
Independently secures the required administrative and managerial support to meet service requirements.
Tracks financial, personnel, supply, equipment and other service transactions as the documentation flows through Engineering Service in both electronic and paper form.
Identifies and recommends ways of eliminating, combining, simplifying, and improving procedures and processes.
Ensures compliance with VA and VHA guidelines regarding maintenance and tracking of pertinent records involved in service and equipment procurement.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 7:00 am to 3:30 pm

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-09 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Specialist. Specialized experience includes: managing projects and/or contracts; organizes and/or manages data to generate reports; and oversees budgets for projects or services. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

EDUCATION: Successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. COMBINATION: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and lifting of equipment less than forty pounds. No special physical demands are required to perform the work.
