This position is located at the VA's Office of Construction and Facilities Management, Office of Consulting Support Service in Washington, DC.
Duties
The incumbent serves as an Architect/Planner within the Consulting Support Office, Office of the Deputy Executive Director, Office of Construction & Facilities Management (CFM), Office of the Secretary, which has responsibility for providing consulting services on architectural design and safety requirements for VA facilities nationwide. The Consulting Support Office supports all organizational components nationwide and serves as the Department's technical authority and consultant in the resolution of unusual problems and difficulties with the design aspects of VA facilities and provides expertise to CFM members and field engineering offices on the application of advanced architectural methodologies.
The incumbent also serves as the Departmental expert in all areas related to code compliance, construction issues, and VA criteria requirements. CSS supports all components of the Department of Veterans Affairs nationwide including professionals within CFM and offices external to CFM.
The incumbent resolves the most unusual and most complex problems and difficulties with architectural design and construction for specialized VA facilities and provides consulting support to CFM members and field engineering offices on the application of advanced technologies and methodologies.
Provides authoritative technical advice to various VA officials within CFM and within the organizational components. Serves as an authoritative source of expertise on VA design and new generation hospitals encompassing all medical specialties. Conducts comprehensive studies to resolve and troubleshoot the most difficult and complex problems that occur throughout the various design evolutions through construction. Develops new hypotheses to resolve unusual and unique design issues related to hospital design development that impact medical care services. Issues are often controversial, and the approach and options are often disputed by different architectural/engineering specialties. Working with a team, the incumbent determines the most feasible measure to correct deficiencies or defects and documents the proposed solutions with the Project Delivery Team.
Provides professional expertise to other professional engineers and architects on difficult problems and situations as they occur. Provides guidance, direction, and policy interpretation on sensitive and complex issues in support of VA's Major Construction Program. Conducts studies and develops alternatives and recommendations on problems and determines the implications of findings.
A registered licensed architect with proven experience in practice, and architectural design and planning is preferred.
Work schedule: Work is typically performed Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 09/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: supervisory experience leading and directing a team of general engineers or architects; experience in providing oversight for an efficient and effective architectural program centering around large healthcare complexes and other facilities. Experience in communication with headquarters level management as well as heads of organizations and contractors. Experience and expertise in the advanced principles and practices related to architecture, project management, or deployment of a project. (Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level).
Professional Engineering License for this position is preferred and will be considered a plus. Please submit a copy of the active PE license and other nationally recognized commissioning related certifications such as ACG, AABC, AEE or NEBB if applicable.

Education
There is no educational substitution at this grade level.
Education required for 808 Architecture Series:
Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by a related curriculum or experience that demonstrates the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
