This position is organizationally aligned under the Pharmacy Service Line at the Tomah VA Medical Center. The primary purpose of this position is to direct and perform all administrative functions including oversight of several management programs including - human resources management, budget and finance management, program and management analysis, office support services, document control, logistics, and serving as a key member of the Pharmacy Management team.

Duties

Duties include but are not limited to: Independently manages the operational functions of the entire Pharmacy Service and is responsible for personnel management, coordination of surveys and reports, budget oversight, workload reports, performance improvement activities, procurement/contracting, data compilation/analysis, flow and timeliness of work, and adherence to VHA manuals, Medical Center policies (MCPs), and departmental standard operating procedures (SOPs) to facilitate the professional staff in their accomplishment of the VHA patient care mission. Maintains responsibility for developing and implementing all administrative procedures within the service. This includes assisting the Pharmacy Service management team to ensure compliance with national and VA requirements including, but not limited to, the Office of the Inspector General (OIG), The Joint Commission (TJC), Drug Enforcement Agency (DEA) requirements, American Society of Health System Pharmacists (ASHP) Residency Accreditation, and visits by Veteran Service Organizations. Directs administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately. In addition, the incumbent will develop information papers and correspondence on wide variety of administrative functions. Acts as the liaison with the facility Human Resources Management Service concerning personnel related matters, requiring a substantial practical knowledge of Title 5 and Hybrid Title 38 employee relations. Assists the Chief of Pharmacy to ensure employees are compliant with established policies and programs, and calls attention to any problems that require HR office intervention or correction. Provides advice on issues concerning federal and agency personnel processes and procedures and solving complex personnel related issues. Assists supervisors and staff in projecting staffing needs, writing position descriptions and/or functional statements, developing job analyses, preparing performance plans and appraisals/competencies, processing training requests, and drafting disciplinary and adverse actions. Coordinates submission of performance reviews and proficiency reports as well as maintaining appropriate personnel files per facility/agency policy. Updates and maintains the service's organizational/functional, staffing charts and emergency call back lists. Furthermore, the incumbent maintains all FTE for service and serves as an approving official and backup timekeeper for timecards. Lastly, the incumbent assists in recruitment and training on administrative processes for clinical and clerical staff. Organizes and coordinates interviews and orientation of new staff. Prepares and advises the preparation of above-minimum-rate (AMR) packet for both pharmacists and technicians. Manages professional practice and reviews for pharmacists on a bi-annual basis Works with the Pharmacy management team, serving as the coordinating individual for establishment and maintenance of pharmacist scopes of practice. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Experience in Administrative Support, Management, or Human Resources. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning personnel processes and procedures; recruiting and retention, policy development and management, and other business processes; assisting with human resources functions to include performance appraisals, approving reassignments, recommending promotions and performance awards, monitoring and counseling of employees, adjusting complaints and/or grievances, initiating or recommending disciplinary actions; adapting analytical techniques and evaluations criteria to the measurement and improvement of program effectiveness and/or organizational productivity. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D or equivalent doctoral degree or successfully completed two (3) years of progressively higher-level graduate education, leading to such a degree, or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position, as the education must be directly related to the position of Administrative Officer. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC Executive Leadership, Clinic Leads, Administrative Leads, Service Line Staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station Government Owned Vehicle (GOV) or Privately Owned Vehicle (POV). The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
