The Sentinel program is a major defense acquisition program charged to deliver a full system replacement for the nation's Minuteman III Intercontinental Ballistic Missile (ICBM) System, providing a strategic deterrent to nuclear attack against the United States. This position is integral to the success of the Sentinel weapon system and the continued support of one leg of the nation's nuclear triad.
DUTIES:
Lead internal and external communications and stakeholder engagement activities within the National Capitol Region (NCR) for the Air Force Nuclear Weapons Center's Sentinel Systems Directorate (SSD) in support of one of the largest and most complex Department of Defense (DoD) acquisitions programs in decades.
Develop and execute the SSD Director's communications and engagement approach for all intergovernmental and external stakeholders across the Department of Defense (DoD), Department of Energy, and Legislative Branch, in alignment with Defense Acquisition Executive, U.S. Air Force Acquisition Executive, and Program Executive Officer (PEO) priorities and intent, and in close coordination with the Air Force Nuclear Weapons Center (AFNWC), Air Force Global Strike Command, Air Force Materiel Command, and Headquarters Air Force (HAF).
Direct day-to-day, forward operating location activities in support of SSD's multi-faceted external communications and stakeholder engagement strategy; serve as the SSD's chief liaison to key DoD stakeholders within the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), the Office of the Secretary of the Air Force Staff (SAF), including SAF/AQ, SAF/LL, SAF/FML, SAF/PA, SAF/CN, and SAF/IE, and the Air Staff, including AF/A10; liaises with governmental and non-governmental agencies, as required, to foster a common sight picture and shared understanding of the strategic landscape and challenges inherent in designing, manufacturing, fielding, and eventually sustaining the next generation ground-based strategic deterrent.
Provide executive-level communications advice and stakeholder engagement execution support on behalf of Sentinel Systems Program Manager (SPM) and other senior leaders; advise the SSD Director and senior leadership on the formulation, integration, and articulation of policy and messaging, ensuring alignment with U.S. and DoD policy, as well as congressional guidance and intent.
Educate and inform stakeholders and thought leaders regarding the purpose and strategic importance of Sentinel's role in maintaining the nation's land-based leg of the nuclear triad; update stakeholders on the program's status as it matures through the Defense acquisition life cycle; and, identify risks, issues, and opportunities impacted by stakeholder awareness and perceptions to appropriately focus engagement activities and effectively apply limited resources to achieve Program Office objectives.
Develop and refine executive-level, decision-quality written communications and engagement support products, including but not limited to talking points, one-pagers, background papers, leave-behinds, and briefing charts, in close coordination with SSD Director's Action Group, AFNWC Program Execution Group, SAF/AQ, SAF/LL, SAF/FML, SAF/PA, and other senior leader offices.
Support the responsive editing, coordination, and delivery of externally published reports, including Congressional Reporting Requirements, the Selected Acquisition Report, Defense Acquisition Executive Summary (DAES), and PEO Activity Report.

- Employee must be able to obtain and maintain a Top Secret security clearance, and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of methods and techniques of fact finding, analysis, and resolution of complex programs and the development of concrete action plans to solve problems.
2. Ability to communicate effectively both orally and in writing; negotiate complex issues; resolve complex problems and maintain good working relationships.
3. A sound theoretical knowledge and practical understanding of federal personnel management functions, theories, and techniques and a basic relationship of the various HR management and Program Management disciplines.
4. Ability to plan, organize, and lead others in studies or projects and negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
5. Ability to apply analytical and evaluative methods to properly assess short and long range goals through an understanding of how to select and apply appropriate measurement techniques.
