The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.
Duties
Lead a team of trades and/or labor workers.
Perform nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led.
Apply coating materials to a variety of surfaces.
Mix, thin, blend, match, tint and tone coating materials.
Demonstrate a thorough knowledge of a variety of surface preparation methods and techniques and select the appropriate technique/method which results in proper adherence of coating materials with minimum rework required.
Prepare surfaces using a variety of methods and materials.

- Exposure to toxic paints, chemicals, or other hazards may require occupational health examinations.
- May be required to assist other workers in various crafts.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4100 Painting And Paperhanging Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

Working Conditions: The work is accomplished inside and outside, with dirt, spray, and fumes usually present. The incumbent is
sometimes required to prepare, treat, and finish surfaces outside in all types of weather. Protective equipment and clothing such as safety shoes, safety glasses or sunglasses, gloves, rain gear, hard hats, coveralls, respirators and other protective gear are required, which are sometimes heavy and uncomfortable. Frequent exposure to the possibility of cuts and bruises; may occasionally be exposed to the possibility of broken bones.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
