Qualifications
There is an anticipated vacancy for a non-supervisory attorney to serve as Assistant Counsel, Office of Counsel, Navy Bureau of Medicine and Surgery (BUMED). The position will be located at Falls Church, Virginia. The Assistant Counsel works under the supervision of Counsel for BUMED and is responsible for providing legal advice, consultation and representation, for BUMED and its component parts primarily in regards to civilian personnel law and health law.
The successful candidate will advise on the full range of Department of the Navy (DON) Office of the General Counsel (OGC) practice areas including civilian personnel law (CPL), health law, fiscal law, ethics, federal acquisition law, Freedom of Information Act and privacy law, environmental law, occupational health and safety law, and general administrative law. The primary emphasis, however, will be on civilian personnel law and health law.
The incumbent will be responsible for administrative employment litigation before the EEOC and MSPB; federal court litigation involving CPL matters; conducting training for CPL practitioners (OGC, HR and JAG); and, providing guidance to practitioners on unique/complex CPL litigation and policy-related issues. Thus, a minimum of two years of legal experience in CPL or litigation experience is desirable. The incumbent will also advise on health law topics as they apply to BUMED, risk management, quality assurance investigations, and credentialing/privileging military/civilian healthcare providers. Experience in health law, ethics, standards of conduct, acquisition, fiscal law, and FOIA/Privacy Act issues is desirable. The successful candidate must possess strong verbal and written communication and interpersonal skills. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired.
This position will be filled under the General Schedule (GS) at the GS-12 or GS-13 level. To be eligible for selection at the GS-12 level, the applicant must have two years of relevant professional legal experience. To be eligible for selection at the GS-13 level, the applicant must have in excess of two years of recent, substantial, relevant professional legal experience, some of which is in the area of CPL or litigation. Pay will be set commensurate with the successful applicant's qualifications, funding availability, and DON pay setting guidelines.
Applicants will be evaluated on: 1) the depth, breadth and quality of their recent civilian personnel law and health law experience to include litigation; 2) their research, analytical and writing skills; 3) their oral communication skills; and 4) their interpersonal skills, including their ability to work both independently and as part of a team.
The successful applicant must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court, and be eligible to obtain and maintain a Secret security clearance.
