The primary purpose of this position is: To serve as a management analyst and executive services on the Air Staff, providing support to the Plans and Programming Directorate (HQAF/A8E) as well as analytical analysis of a wide array of organization functions and work processes.

Duties

Analyzes, develops, and evaluates detailed plans, goals, and objectives for daily management and long-range implementation of managerial programs. Develops, controls, coordinates, and monitors office administration, including staff briefings for senior level visitors, official travel, local transportation, and contracting services; records management; and budgeting for front office operations. Coordinates travel for the AF/A8X, A8E, & A8P making necessary air, ground, and other logistical arrangements. Primary civilian personnel support process coordinator.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a range of management, planning, and measurement concepts, principles, practices, and methodologies currently in use by the Air Force, DoD, and private industry; Knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect the manpower program and the functions under study; Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of Air Force organizations; Knowledge of the technical capabilities of systems, programs, and software to recommend and determine which will meet requirements for various manpower studies; Knowledge of an extensive body of civilian and military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts, monitor and track Requests for Personnel Actions (RPA), ensure forms for civilian pay actions are submitted for in-processing and out-processing employees or members, and comparable actions. OR EDUCATION: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Management and Public Administration. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of management engineering and organization principles, concepts, and methodologies, instructions, directives, concepts, procedures, guidance, and policy. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for a complex, diverse organization. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide headquarters-level staff guidance. Knowledge of an extensive body of civilian and military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, and interpret regulations and instructions. Skill in gathering, assembling, and analyzing facts, drawing logical conclusions, devising solutions to problems, identifying changes and trends, and preparing and presenting briefings and reports. Skill in conducting interviews with employees, supervisors, and management officials at installation, MAJCOM, and HQs to obtain information about organizational missions, functions, and work procedures. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to effectively leverage information technology tools and develop information management capabilities to effectively communicate accurate and timely information across a large and diverse organization. Ability to research, analyze, interpret and apply rules, regulations, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
