The Attorney Advisor (Equal Employment Opportunity) is located in the U.S. Department of Veterans Affairs (VA), Office of General Counsel (OGC), Legal Operations Personnel Law Group. The incumbent is a national expert on all legal matters relating to Equal Employment Opportunity laws and cases.
Duties
This position is in the Excepted Service. Appointment under this special hiring authority does not confer eligibility for appointment in the Competitive Service.
Incumbent is a national expert on all laws and cases relating to Equal Employment Opportunity, including but not limited to Title VII, 1964 Civil Rights Act (Title VII); 1991 Civil Rights Act; 1963 Equal Pay Act (EPA); Age Discrimination in Employment Act of 1967 (ADEA), ? 501 ?505 of the 1973 Rehabilitation Act (Rehab Act); requirements of the 1990 Americans with Disabilities Act as amended (ADA) and 2008 Americans with Disabilities Act Amendments Act (ADAAA); 2008 Genetic Information Nondiscrimination Act (GINA); Providing Urgent Protection for Nursing Mothers Act (PUMP); Pregnancy Discrimination Act; Pregnant Workers Fairness Act (PWFA); and Religious Freedom Restoration Act (RFRA).
Incumbent must be a specialist on reasonable accommodation issues able to advise at a policy and legislative level on reasonable accommodation issues impacting the VA.
The incumbent's responsibilities encompass coordinating with VA senior officials to develop and deliver regular EEO and Reasonable and Religious Accommodation training programs; providing guidance to litigation teams representing VA in EEO matters before the EEOC; representing the General Counsel in legal policy discussions with the EEOC senior leaders including their General Counsel, DOJ and other Federal agency General Counsels; consulting on legislation; advising program officials, Chief Counsels and OGC attorneys; drafting legal opinions; developing client relations; and supporting of office processes and workload management.
Requirements
- US Citizenship is required.
- Incumbents of this position will be subject to a background investigation commensurate with the risk and sensitivity level of the position.

- Must possess a JD or LLB degree and be licensed to practice law.
- Males born after 12-31-59 must be registered for Selective Service.
- 1 year trial/probationary period may be required.
Qualifications
To meet the minimum qualifications, an applicant must be a member in good standing of the bar of a State or Territory of the United States, or the District of Columbia or the Commonwealth of Puerto Rico, and possess experience related to the duties of the position. These qualifications would typically be acquired as an attorney employed in progressively responsible assignments. An individual's total experience and education must demonstrate the ability to perform the duties of the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Mandatory Technical Qualifications (TQ): Applicants will be rated based on demonstration of possession of the following skills and abilities. Ability to perform all legal work associated with the representation of an organization to include
conducting legal research, preparing authoritative legal opinions, analyzing proposed legislation,
and conducting all facets of litigation in the following subject-matter areas:
1. Equal Employment Opportunity law, including but not limited to:
Title VII of the Civil Rights Act of 1964 (Title VII);
The Civil Rights Act of 1991;
The Equal Pay Act of 1963 (EPA);
The Age Discrimination in Employment Act of 1967 (ADEA);
Sections 501 and 505 of the Rehabilitation Act of 1973 (Rehab Act) which incorporates the requirements of the Americans with Disabilities Act of 1990 as amended (ADA) and the Americans with Disabilities Act Amendments Act of2008 (ADAAA);
The Genetic Information Nondiscrimination Act of 2008 (GINA);
The Providing Urgent Protection for Nursing Mothers Act (PUMP);
The Pregnancy Discrimination Act;
