About the Position: This position is located at the Naval Hospital Camp Pendleton, San Diego CA, within the Directorate of Executive Quality Management. Incumbent will monitor and report on the status of patient safety at Naval Hospital Camp Pendleton.

Duties
Utilize patient safety analysis techniques (methods) to investigate potential adverse patient outcomes including root cause analysis (RCA), cause and effect analysis, and failure mode and effects analysis, (FMEA) reports on action plans.
Maintain databases to include, but not limited to, review of initial information entered by frontline users and administrative support staff, entry of data, updating information and findings
Perform internal quality reviews of information entered in the database
Collates display, and perform trend analysis and other statistical computation of health care outcomes to identify areas for improvement and incidence of clinical and non clinical outcomes.
Utilize Microsoft Office applications Edge. Google., word, excel, PowerPoint, access and computerized flow charting applications.
Conduct site visits to assess organizational processes or standards compliance and safety of patients.
Review and monitor the policies/practices of all areas for adherence to, and compliance with, Regulatory agency and accreditation standards requirements related to patient safety.
Prepare briefings for presentation to appropriate committees, department heads, directorates, and other leadership.
Facilitate meetings using PowerPoint software presentations, historical data, statistical charts and graphs, current guidelines, and technical expertise to enhance knowledge of committee members and making sound decisions and recommendations.
Participate in preparation for oversight visits by the internal and external review groups and insurers.
Participate in committee meetings to include, but not limited to, the risk management advisory committee and patient safety committee
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.

In order to qualify, you must meet the experience and /or education requirements described below. Specialized Experience: One year of specialized experience which includes analyzing health care service performance within a medical facility; assisting in the development of facility procedures to improve performance; and managing healthcare data systems to support data retrieval and analysis. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
