You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST (SUPERVISORY TRAFFIC MANAGEMENT SPECIALIST) in the ORDNANCE STORAGE & SHIPMENT BRANCH (M33), INDUSTRIAL SUPPORT DIVISION (M3), ENERGETICS MANUFACTURING DEPARTMENT (M) of NAVSURFWARCEN IH DIV.
This position is equivalent to the GS-11/12 level. The full performance level is equivalent to the GS-11/12 level.
Duties
You will be responsible for the effective and efficient operation of the Shipping Office.
You will supervise a team that manages the shipment of the Arms, Ammunition and Explosives (AA and E) and inert Non-AA and E materials to CONUS and OCONUS destinations over Federal, State, and local highways IAW Department of Transportation (DOT).
You will ensure all assigned functions are executed in a timely manner, corrective actions are taken when necessary, and that local instructions are followed when processing shipments.
You will represent the Activity when meeting with the commercial carrier industry regarding transportation requirements.
You will will plan for the distribution of workload including assignment of projects to subordinates.
You will be responsible for performing the full range of supervisory responsibilities, including implementing EEO and Diversity programs and objectives.
You will support a manufacturing organization.
You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.
Requirements
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You may be required to serve a one year supervisory probationary period.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and coordinating transportation functions and workload involving movement and storage of material (e.g. hazardous and non-hazardous shipments to CONUS and OCONUS destinations over Federal, Local, and State highways) to recommend solutions and ensure safety/compliance in support of a transportation program.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
-Successful completion of a Ph.D. or equivalent doctoral degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
-Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR

-Have a combination of experience and graduate education as described above that equates to one year of experience.
