This position is located in the Division of Resolutions and Receiverships (DRR), Financial Services and Technology Branch, Closing Operations, 360.9 Program Section of the Federal Deposit Insurance Corporation, in either Dallas, TX or Washington, DC.
Salary reflects a pay cap for this position of $270,000.
FDIC Corporate Managers (CMs) are in the Federal competitive service and not the Senior Executive Service (SES).
Duties
Develops program management strategy for onboarding, reviewing and managing engagement with covered institutions as part of the 360.9 compliance program. Identifies and tracks covered institutions compliance with 360.9 requirements. Develops compliance review schedule and selects covered institutions based on established selection criteria.
Manages teams responsible for conducting compliance reviews. Monitors and evaluates program effectiveness, team capacity, and execution to ensure overall efficiencies and alignment with strategic goals. Adjusts operational policy and procedures as needed to facilitate resolution readiness.
Oversees activities to include researching insured depository institutions for specific purposes such as mergers, acquisitions, changes to information technology systems, determining changes in risk profiles, monitoring compliance follow-up requirements and determining progress, and investigating adverse or unusual situations to assist in enhancing resolution readiness.
Collaborates with DRR sections to ensure effective execution of compliance activities involving monitoring and risk analysis, accounting, resolution data management and claims. Engages with DRR sections to develop close out review reports that include observations and issues.
Analyzes compliance review findings, identifies risks, and provides information to FDIC stakeholders to facilitate resolution readiness. Provides periodic reporting and analysis to FDIC management on the program and the impact of findings from the reviews.
Participates in meetings with covered institution officials and technology service providers to discuss the findings of the deposit insurance compliance reviews and obtains commitments for correction of deficiencies. Develops recommendations for correction of weaknesses or deficiencies in institution deposit operations or other areas outlined within the rule.
Exercises supervisory personnel management authority ensuring that all operating programs under his/her direction are administered effectively and in accordance with statutory mandates and broadly stated objectives and priorities. Assigns work based on priorities and complexity of the assignments. Provides leadership, advice, guidance, and constructive feedback to staff on roles, responsibilities, and goals. Evaluates employee performance and approve other personnel actions including leave, awards, promotions, reassignments, and disciplinary actions.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills and abilities to valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience in leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members.
Technical Experience 1: Experience in planning, coordinating and implementing audit or compliance programs;
Technical Experience 2: Experience in leading the collection, reviews, and analysis of complex financial and non-financial data; and
Technical Experience 3: Knowledge of banking operations.
