This position is located in the Office of the International Joint Commission (IJC) in Washington, D.C. The IJC is an international governmental organization established by the Boundary Waters Treaty of 1909. The incumbent serves as the Public Affairs Officer for the U .S. Section of the IJC and is responsible for the overall planning, implementation, management and evaluation of a proactive, integrated and comprehensive public affairs , communications and information program.
Duties
Establishes overarching strategic communications frameworks for up to 20 IJC boards and committees
operating simultaneously across various geographic border areas with Canada and affecting extremely large segments of people in both countries.
Functions as the senior PA Specialist for the U.S. Section of an international organization, the IJC that collaborates with its Canadian counterparts to resolve and prevent disputes in shared waterways.
Reviews technical reports, summaries, and content to develop plain-language communications materials targeted at specific interest groups.
Prepares speeches, slide presentations and talking points for Commissioners and senior staff and briefs them on public relations issues prior to public appearances, meetings with elected officials and media interviews.
Serves as Contracting Officer's Representative (COR) for projects and services procured to support the IJC’s PA, communications, and policy programs as well as areas of administrative and information technology professional services.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience planning, implementing, managing, and evaluating a proactive, comprehensive Public Affairs and communications program at a national level.
Experience preparing speeches, slide presentations and talking points for senior staff and briefs them on public relations issues.
Experience serving as a contracting officer for projects and services procured to support Public Affairs, communications, and policy programs.
There is no substitute of education for specialized experience for the GS-15 position.
