The incumbent will work in the Education Service in Muskogee, Oklahoma, providing advice and assistance concerning determination of training needs, sources of needed training, plans to meet needs, design and presentation of training and evaluation of results.
Duties
Interprets higher echelon policies, goals, regulations and statutes, applying new methods to resolve complex or controversial issues/problems.
Prepares, reviews, and/or monitors the training budget relative to assigned training programs, ensuring accurate and timely submission of budget plans and required financial reports.
Links education curriculum with medical center mission and strategic directives; ensures education requirements at facility are included in TMS system set up and management.
Participates in all phases of planning, implementing and administering a training program which is responsive to immediate and long-range needs and goals of the organization.
Provides instruction, guidance and referrals to new supervisors.
Reviews, analyses, and evaluates training courses and programs to assess their quality and effectiveness.
Provides guidance and assistance to supervisors and employees with information on the organization's policies, procedures, and guidelines where they are directly applicable to the situation in planning job-related career development programs and a variety of special training programs, e.g., career intern training, cooperative education, long-term training, and other training programs.Coordinates a variety of contracted off-site training courses, on-site training courses, talent management offerings and staff-conducted training to meet program needs.

Provides detailed guidance concerning survey procedures, training sources, available training courses, and course prerequisites for completing survey responses.
Provides ongoing support and training regarding reports, as required for individual, Service Lines, and Medical Center Management.
Advises and assists in the development of course objectives, scope of content and the criteria for evaluation for computer based training (CBT) as related to the intranet and other applications.
Arranges for training in accordance with the established and approved plan.
Maintains training course attendance records and ensures completion of training is properly recorded.
Work Schedule: Monday - Friday (8:00am - 4:30pm)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements (IOR): All applicants must meet the following Individual Occupational Requirement (IOR) to be qualified for this position.
Education:
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR;
Specialized Experience:
Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interprets higher echelon policies, goals, regulations and statutes, applying new methods to resolve complex or controversial issues/problems; Participates in all phases of planning, implementing and administering training programs; Responsible for all facets of training program administration to include identification of training courses, dissemination of course information to individuals, answering inquiries concerning the nature and purpose of available courses, explaining eligibility requirements and procedures or application, maintaining documentation prescribed by higher and local authorities; Serves as facility New Supervisor Training Coordinator and assigns national mandatory curriculum to new facility supervisors. Works with service chiefs and supervisors to identify service level TMS administrators and provides them with ongoing support and training regarding reports, as required for individual, Service Lines, and Medical Center Management. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M., in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successful completion of graduate level education (more than the first two years or 36 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work required is generally sedentary in nature but includes standing for several hours, bending and carrying light or medium loads of papers, office files, supplies and equipment. Standing, moving and walking are also required when teaching or illustrating a procedure or process. To ensure that training is available to all employees, the incumbent is required to be available for weekend, evening and night shift duty. Fieldwork may involve traveling to meetings and sources of information.
