About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US ARMY INTELLIGENCE AND SECURITY CMD MISSION SUPPORT COMMAND/ACOFS, G3 OSINT FORT BELVOIR, VA.
Duties
Serves as an U.S. Army Open-Source Intelligence (OSINT) subject matter expert in the areas of OSINT collection management, reporting, production, and dissemination.
Represents U.S. Army regarding Intelligence Community support to military operations and OSINT committees, projects, and other forums with authority to commit the U.S. Army to shape the evolution of related concepts, policies, and initiatives.
Provides subject matter expertise and functional management knowledge of OSINT, OSINT data acquisition and access, related programming, and resource issues.
Participates in the management of HQDA Title 10 support to current operations. Reviews and interprets applicable DoD and IC regulatory guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation (SSBI) with eligibility for access to sensitive compartmented information (SCI).
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- TDY Travel may be required 25% or less of the time.

Specialized experience is defined as experience with intelligence operations, mission planning and Open-Source Intelligence (OSINT) and Open-Source Intelligence (OSINT) data.
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or insider threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, intelligence cycle and intelligence/counterintelligence organizations; Knowledge of and ability to use data mining tools to track and produce statistical products and assessments; Knowledge of the systems, procedures, and methods of analyzing, compiling, reporting, and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
