You will serve as a MANAGER in the CYBER ENGINEERING & ADVANCED TECH DIV within the TEST AND EVALUATION DEPARTMENT of NAVUNSEAWARCENDIV KEYPORT WA. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. The salary range shown above represents all of the positions within the band. This position has been capped therefore the salary is limited to a GS-14, Step 10: currently $168,283.

Duties

You will provide supervision of teams in managing, planning, implementing, and executing technical projects/programs, implementing strategic initiatives. You will advise on subjects related to Acquisition Lifecycle, Science and Technology (S and T), and Research and Development (R and D). You will be responsible for programming, planning and budgeting. You will continuously collaborates with various government organizations and participates in vulnerability assessments on systems used for national defense and other military functions. You will evaluate procedures and practices that protect systems and data from attack, espionage, sabotage, and other illegal acts that could adversely affect national defense. You will act as an independent Keyport management representative and trusted agent to customers including Navy sponsors, Unified Commanders and Joint warfighter commands. You will perform duties such as define, review, and revise policies, procedures, organizational design and objectives to eliminate barriers to mission accomplishment.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 671 level Advanced within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band ND-04 (GS-12 and GS-13 equivalency) in the federal service or equivalent experience in the private or public sector as a professional Engineer or Scientist managing or overseeing the design, development, test, analysis, or acquisition to develop needed cyber-related Acquisition Lifecycle, Science & Technology and Research & Development proposals that will advance the resiliency of the undersea systems to emerging cyber threats. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Professional Engineer Series, 0801:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Professional Computer Science Series, 1550:
Successful completion of aBachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
