The primary purpose of this position, IT Specialist (SYSADMIN) GS-2210-9/11/12 is to provide analytical and evaluative duties related to computer information technology management with primary knowledge requirements of information processing methodology, information technology, computer capabilities, and processing techniques.
Duties
Perform services as a senior systems administrator.
Provide technical guidance and instruction to users and other IT specialists.
Serve as a senior technical advisor to management.
Maintain liaison with manufacturers, professional organizations, and counterparts at other installations and services regarding available products and state-of-the-art technologies and advancements.
Plan, coordinate, and installs applications software and hardware for operating systems.

- Work Environment. Work is performed in a typical office setting with adequate lighting, heating, and ventilation. The work environment involves everyday risks or discomforts that require normal safety precautions.
- Physical Demands. Work is primarily sedentary, although there may be some carrying of books, printouts, manuals, files, and equipment. The work does not require any special physical effort.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Work may occasionally require travel away from the normal duty station.
- The employee may be required to travel on military and commercial aircraft.
- Recall to duty may be a requirement of this position.
- Overtime and/or emergency overtime may be required.
- This position includes Information Assurance (IA) work as either a paramount or incidental duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.3 Failure to receive the proper IA certification may result in removal from this position.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements (IOR) for the GS-2210, Information Technology (IT) Management Series (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes: applying, advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as; develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the agency; provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education in one of the subjects listed in the fields identified above and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, at least one year of IT-related experience demonstrating each of the following competencies: Attention to Detail , Customer Service, Oral Communication, Problem Solving AND have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-09) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in my resume. An example of creditable specialized experience in applying, advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as; develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the agency; provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
OR
EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), at least one year of IT-related experience demonstrating each of the following competencies: Attention to Detail , Customer Service, Oral Communication, Problem Solving AND have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in my resume. An example of creditable specialized experience includes: planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. This may include any of the following: (a) planning and scheduling the installation of new or modified hardware and operating systems and applications software; (b) managing accounts, network rights, and access to systems and equipment; (c) managing systems resources including performance, capacity, availability, serviceability, and recoverability; (d) implementing security procedures and tools; developing and documenting systems administration standard operating procedures; (e) resolving hardware/software interface and interoperability problems; (f) ensuring systems availability, functionality, integrity, and efficiency; (g) maintaining systems configuration; (h) managing the installation and integration of systems fixes, updates, and enhancements; (i) and/or ensuring the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of systems administration services
Education
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance.
2. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system.
3. Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions.
4. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
5. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in grade requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
