About the Position: Serves as an Equal Employment Specialist for the Baltimore District Equal Employment Opportunity Office, with responsibility for providing support and assistant in planning, implementing, and monitoring one or more EEO programs. Program areas include complaint processing, affirmative action plans, special emphasis program and other related activities.

Duties

GS-07: Communicate with managers, employees at all levels and representatives of various external/public/private organizations/agencies to advise, investigate, interview, educate and coordinate events in support of the EEO Program. Prepare various forms of written communication to document, report, educate and convey information, findings, decisions and data in support of the EEO Program. Interpret EEO laws and regulations and apply knowledge to conduct educational events, analysis, investigations, make decisions, negotiate settlements and problem solve EEO-related issues. GS-09: Communicate with managers, employees at all levels and representatives of various external/public/private organizations/agencies to advise, investigate, interview, educate and coordinate events in support of the EEO Program. Ability to prepare various forms of written communication to document, report, educate and convey information, findings, decisions and data in support of the EEO Program. GS-11: Advice on the technical aspects of hearings and investigations in developing resolutions to complex problems to managers and employees. Prepare various forms of written communication to document, report, educate and convey information, findings, decisions and data in support of the EEO Program. Interpret EEO laws and regulations and apply knowledge to conduct educational events, analysis, investigations, make decisions, negotiate settlements and problem solve EEO-related issues. GS-07, GS-09, GS-11: Serve as a Point of Contact for the EEO Program to ensure efficient and effective responsiveness to inquiries, issues, complaints and coordination of efforts and events, both internal and external.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to obtain and maintain a valid, State-issued motor vehicle driver's license.
  • This position requires business travel away from the work site approximately 25% of the time.

Specialized Experience: GS-07: Specialized Experience at the GS-5 level such as: 1) Assist with implementation/administration of an Equal Employment Opportunity (EEO) Program; 2) Assist with processing of formal/informal complaints of discrimination; and 3) Assist with compiling monthly/quarterly reports on complaints and complaint trends. GS-09:Specialized Experience at the GS-07 level such as: 1) Utilize automated systems and/or reports to acquire raw data to analyze and distribute; 2) Assist in processing formal/information complaints of discrimination; and 3) Counsel informal EEO complainants by conducting interviews. GS-11: Specialized Experience at the GS-09 level such as: 1) Implement/administer an Equal Employment Opportunity (EEO) Program; 2) Process formal/informal complaints of discrimination; and 3) Compile monthly/quarterly reports on complaints and complaint trends. You will be evaluated on the basis of your level of competency in the following areas: Assessment and Compliance ReviewCustomer ServiceOral CommunicationWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade.
