This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent independently plans, organizes and develops economic studies and analyses. Work is reviewed for thoroughness of research, compliance with program objectives and Corps policy, quality of the technical decisions and objectivity of analysis.

Duties

Provides advice, guidance and oversight to lower graded employees collecting and analyzing data or performing complete economic studies for various water resources projects throughout portions of a 3-state area. Designs economic research and study plans, evaluating approaches taken in the past, determining time and cost constraints, and research requirements. Analyzes and evaluates data to determine potential damages of flooded area, estimate economic impact of the project, develop project alternatives and to identify projects of benefit to the Federal government. Prepares economic data for use in Corps officer's testimony before Congressional Committees and for the office of Management and Budget Prepares economic projections and data for regional studies covering such varied specialties such as municipal and industrial water and land use requirements.

  • Business travel is approximately 25% of the time.
  • Valid Driver's license in any of the 50 states required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education AND experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Please refer to the General Schedule Qualification Standards Basic Requirements for Economist Series for education requirements. (NOTE: Applicants MUST submit/upload a copy of the transcripts with the application package. For application purposes, unofficial transcripts are acceptable.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below. Specialized Experience: One year of specialized experience which includes which includes conducting economic analysis of benefits, costs, feasibility, and impacts of water resources projects; using econometrics, statistics, and computer modeling to conduct economic analysis; preparing reports and other documentation of economic analysis methodology and results. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
