This position is located in the Bureau of African Affairs, Office of Public Diplomacy and Public Affairs (AF/PDPA). AF/PDPA is responsible for communicating U.S.-Africa foreign policy priorities to a variety of domestic and global audiences. The incumbent serves as a Public Affairs Specialist with responsibility for providing operational support, planning and conducting public outreach, creating communication outreach strategies and promoting public awareness of U.S.-Africa policy/objectives.
Duties
Plans and develops public communications strategies, tools, methods, and practices; organizes and implements an active outreach program to explain U.S. Africa policy to domestic audiences through briefings, recorded messages, and social media.
Analyzes U.S.-Africa policy information and identifies items of policy importance that could have long- or short-term impact on outreach efforts.
Communicates externally with the full range of agency stakeholders to determine the kind of information domestic audiences want or need as well as to coordinate and develop strategies to inform and educate domestic publics.
Develops partnerships and collaborates with colleagues, GPA staff, other government agencies, educational institutions, NGOs, foundations, and the public to promote effective outreach engagement.
Selects the most appropriate medium relevant to information provided, to ensure that media complements strategic outreach plans, garners high level media attention, and positively raises awareness in the American public.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience planning and/or organizing State Department outreach programs.
Knowledge of Africa-related issues, particularly as it regards the diaspora in the United States.
There is no substitute of education for specialized experience for the GS-13 position.
