This position is located in the Department of the Chief Financial Officer, Accounting and Financial Management Services Division. This position is designated as a full-time telework position on a temporary basis due to COVID-19 and may transition to onsite work when the office fully reopens. Duties

As the Grants Accountant You Will: Serve as subject matter expert on agency grant accounting operations, including payments, transaction processing; fiscal reconciliation and reporting; and development of fiscal and accounting policies. Responsible for the timely and accurate recording of CNCS's grant financial activities. Conduct analysis in collaborations with various units on verification/reconciliation of accounting data and grant cash account balances with those maintained by Treasury. Analyzes financial data reflected in various reports and the general ledger. Provide advice and responds to inquiries related to grant financial transactions. Provides input for the development of guidelines, procedures, user manuals, policy guidance, training, and new directives. Complete the registration/ updates of grantees in the U.S. Department of Health and Human Services (HHS) Payment Management Systems (PMS) and Momentum. Trains users in using PMS and in analyzing systems data. Perform reconciliations between the PMS for grants management. Ensures data integrity and accuracy to meet the needs of programs and stakeholders. Works with Office of Grants Administration to close expired grants in PMS. Ensures that grant information in Momentum and PMS synchronize. Identifies and resolves any discrepancies between the two systems. Responsible for accrual of grants payable and adjustments to grant advances. Reviews current guidelines, manuals, procedures and recommend or draft enhancements or new accrual methodology. Update the accrual data inputs and evaluate the grant accrual and validation methodology. Provide technical advice in compliance with audit requests regarding grants. Provide accurate and timely information in support of various reviews and audits of the agency's operations. Implement and operate the Grants Accrual Robotics and update all the policies and procedures documents for grants financial management and the Bots processing. Responsible for timely and accurate recording of grants transactions in the accounting system including trouble shooting of issues preventing interfaces and posting to financial systems. Perform reconciliation of grants data interfaces between PMS, eGrants, Momentum and Oracle. Initiates corrective action with staff maintaining the interfaces for issues or inconsistencies identified. Review and analysis of special assignments. Provides support to the various units, to include the Budget Office, the Office of the Chief Risk Officer (OCRO), the Office of the Inspector General (OIG), the Office of Information Technology (OIT), the Office of Grants Administration (OGA), and various offices and external parties, on ad-hoc queries, reports, requests, and project accounting programs that are related to grants transactions.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to the NY-03 pay band, which would be at or equivalent to, the GS-12 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: Experience in submitting timely and accurate recording of grants transactions in the accounting system including trouble shooting of issues preventing interfaces and posting to financial systems. Conducts analysis in collaborations with various units on verification/reconciliation of accounting data and grant cash account balances with those maintained by Treasury. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience. Such experience must be clearly documented in the applicant's resume.

Education

Education qualifications:
Transcripts are required for both options.


A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as
"accountant and/or auditor.")

or

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

OR

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A;

AND

(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
