Duties

Primarily responsible for coordination and delivery of critical AFC programs/activities to the Headquarters Department of Army staff, Commands, Office of the Secretary of Defense, Congress, members of U.S. Government Inter-Agencies, and academia. Provides supervision and oversight of employees engaged in outreach and communication initiatives, congressional liaison, and Resource Management. Advises the CG and other AFC senior leaders and appropriate staff/command elements on all aspects of strategic policies, plans, and programs. Synthesizes data from diverse sources, analyzes trends, and evaluates policies, plans, operations, legislation and other program directives to formulate AFC?s plan of action. Represents the CG and AFC at conferences and meetings on matters pertaining to assigned mission and programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Top Secret clearance required.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG)
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes: 1) Advising senior leadership on congressional engagements and legislative affairs; 2) Developing and implementing congressional engagement strategies and plans to achieve Army and Command objectives and priorities; 3) Understanding Department of the Army organizations, responsibilities, and processes, especially regarding programming, budgeting, acquisition management, and operational testing; AND 4.) Leading interdisciplinary teams to accomplish complex missions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: DecisivenessLeadershipProblem SolvingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
