This position is located in Inventory and Monitoring Data Networks, in the Inventory and Monitoring Division. The incumbent serves as a network Data and Information Manager for the Inventory and Monitoring (I&M) Program. The incumbent is responsible for the design, development, coordination and administration of data management programs developed for use by the Inventory and Monitoring program.
This position is not eligible for remote work.
Duties
The major duties of the Interdisciplinary Biologist/Ecologist (Inventory and Monitoring Data Manager) position include, but are not limited to, the following:
Leads all aspects of the Rocky Mountain Inventory and Monitoring Network (ROMN) data-management program, including development and implementation of tabular and spatial databases, database protocols, quality assurance and control plans, scopes of work, and technical criteria. Monitors projects throughout their lifecycle to ensure desired goals and timelines.
Develops tools and practices to facilitate the collection, quality control, publication, dissemination, exploration, and use of inventory & monitoring data to support decision-making in parks. Applies quantitative and computer-science skills to organize, analyze, and interpret complex, ecological data sets.
Publishes high-quality inventory & monitoring datasets using open-science practices, whereby data are reproducible, transparent, appropriately reviewed, and publicly available to the extent possible. Manages and maintains computer systems, hardware, and software in collaboration with IT staff. Designs and implements relational databases using enterprise-level software.
Writes reports, briefings, presentations, or other communications to share science and data management practices with a variety of audiences, including scientists, managers, planners, park staff, cooperators, and partners. Participates in and leads technical workshops, meetings, and trainings.
Collaborates with staff to develop solutions for a variety of high-profile data science projects. Collaborates within and between agencies to increase usefulness and dissemination of monitoring data. Trains and leads other data-management staff.
Qualifications

To qualify for the Interdisciplinary Biologist/Ecologist (Inventory and Monitoring Data Manager) position at the GS-11 grade, you must meet the following requirements by the closing date of this announcement:
Basic Requirements
General Resources Management and Biological Science Series, 0401 (You must include unofficial transcripts):
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Or
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
Ecology Series, 0408 (You must include unofficial transcripts):
Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
In addition to the basic requirements listed above, to qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following:
Experience preparing, cleaning, and summarizing scientific data for use in analysis and reporting, including experience creating SQL queries.
Experience creating R or python scripts to evaluate and report the status and trends in scientific data.
Experience developing technical requirements to guide the creation of data collection, data-quality management, data processing, or automated reporting applications/tools.
Experience using and improving enterprise-level applications for management and dissemination of scientific information products.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
