Duties
The primary purpose of this Management & Program Analyst position is to serve as a Regional Operations Analyst assigned to the Regional Operations Team.
Typical work assignments include:
Conducts research and analysis in support of regional activities and functions in order to maintain situational awareness of critical infrastructure operational activities, progress, and issues within the region.
Identifies and analyzes infrastructure issues to develop recommendations for programs related to critical infrastructure protection, incident response support, information sharing, and other topics as assigned.
Assists in the development, coordination, and implementation of critical strategic infrastructure plans to provide feasible courses of action as needed.
Advises the regional leadership and headquarters personnel of critical infrastructure trends within the region to maintain leadership and agency situational awareness.
Provides operational awareness and updates during regional contingencies, exercises, and special events to the regional leadership and headquarters personnel to keep stakeholders informed.
Produces information packets on locations and events to facilitate critical infrastructure threat information sharing.
Provides incident-based reporting for the region and headquarters to assist the Regional Operations Manager and other regional personnel in situational awareness and planning activities.
Coordinates Regional Director and Regional Field Staff responses to requests for information (RFIs) and requests for action (RFAs) from headquarters to maintain the flow of critical information.
Functions as a liaison between the Regional Office, CISA Central, Sector Specific Agencies, and other DHS components/divisions on threats and incidents related to critical infrastructure to synchronize infrastructure protection response activities.
Assists Regional Field Staff (PSA, CSAs, CSIs, ECCs, etc.) with operational support - including (but not limited to) Infrastructure Survey Tool, HSIN-CI, PCII, etc. - and reviews data provided by staff and performs quality assurance of data entered into CISA Gateway and Stakeholder Relationship Management (SRM) tools to ensure that valid data is inputted into the systems.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying.
GS-09: You qualify for the GS-09 grade level if you possess one of the following:
A. Experience: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, performing duties such as:
1) Using analytical and evaluative methods and techniques, including quantitative and qualitative analyses to conduct studies concerning critical infrastructure protection or related activities;
2) Providing incident-based reporting for senior leadership in situational awareness and planning activities; and
3) Compiling data to prepare and finalize reports.
OR
B. Substitution of Education for Experience: You may substitute a Master's, LL.B., J.D., or equivalent graduate degree, or have successfully completed at least two full years of progressively higher-level graduate education leading toward such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
OR
C. Combining Education and Experience:Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements for the GS-09 grade level.
GS-11: You qualify for the GS-11 grade level if you possess one of the following:
A. Experience: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, performing duties such as:
1) Assessing program development or execution and improving organizational effectiveness and efficiency;
2) Assisting in the development, coordination, and implementation of strategic critical infrastructure plans; and
3) Researching, compiling, and analyzing data to prepare and finalize reports.
OR
B. Substitution of Education for Experience: You may substitute a Ph.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher-level graduate education leading to such a degree; or LL.M if related, in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
OR
C. Combining Education and Experience: Appropriate combination of successfully completed graduate level education and experience described in A and B above, that, when combined, equal 100% of the total requirement.
GS-12: You qualify for the GS-12 grade level if you possess the following:
Experience: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, performing duties such as:
1) Applying analytical and evaluative methods and techniques to measure complex mission, technical, and program operations;
2) Providing technical expertise in the development, adaptation, and application of performance measurement criteria;
3) Assisting in developing, organizing, and implementing functional short- and long-range plans; and
4) Presenting management recommendations and, negotiating solutions to disputed problems.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-
