This National Guard position is for a PLANS & OPERATIONS SPECIALIST, Position Description Number D1246000 and is part of the PA Military Support to Civil Authorities, National Guard. 1 or more Position(s) may be hired against this Announcement. Duties

As a Plans & Operations Specialist, GS-0301-11, you will establish and validate procedures, practices and tasks that provide command staffs located in the JOC, designated geographically separated Quick Reaction Force Platforms and the ANG Survival Recovery Center effective situational awareness and continuous command and control over tasked organizations and members. Responsible for command-and-control crisis action training and certification program. Establish, execute, evaluate and maintain the training program effectiveness through inspections, exercises, and testing. Participate as an Operations Officer in the Joint Operations Center (JOC). Develop operational procedures to implement contingency and emergency plans. Coordinate with higher, adjacent, lower headquarters, Federal, state and local agencies as necessary, as well as other staff officers in the JOC to effectively accomplish emergency operations. Responsible for the administrative over-site of the command-and-control network to include defining required system capabilities, e.g. communications and collaborating with J6 administrators to identify specific equipment to meet mission needs. Perform other duties as assigned.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
